MINUTES <br />Cabarrus Soil Water Conservation District <br />Supervisors Meeting <br />MEETING NO: 361 <br />DATE: February 11, 1992 Agriculture Center 7:30 P.M.- 10 :00 P.M. <br />SUPERVISORS: Sue B. Casper, Myra Morrison, Frank Herrin, Johnny Foil <br />OFFICE: Eyvonne McDaniel, Frankie Singleton, Dennis Testerman <br />1. Call meeting to order. <br />2. A motion was made and unanimously passed approving the JANUARY minutes. <br />3. Chairman's retort: <br />a. Chairman Herrin made commnts on the assistance requested by Nathan Starnes. <br />Assistance due to several reasons were not feasible at this tim. <br />After discussion, Sue Casper made a notion to the effect that: " since the <br />Chairman has made an on site investigation, with county officials, of Mr. <br />Starnes property and that he does not have an active dairy at this tiwe; <br />that until further activities concerning the problem, the motion suggest <br />that Mr. Starnes be placed at the bottom of the priority list on cost- share. <br />b. After discussion, a motion was made that Frankie Singleton make the final <br />decision considering Glenn Smith as the District's CONSERVATION FARMER OF THE <br />YEAR for 1992. <br />A request was made that Frankie also arrive at an opinion to consider Larry <br />Edwards of TURTLE CREEK NURSERY as OUTSTANDDIG CONSERVATIONIST for 1992. <br />c. Chairman Herrin announced the Area VIII Spring greeting will be held in Davie <br />County on 'Wednesday, March 4 beginning at 9:30 A.M. Registration is $12.00. <br />Eyvonne will call supervisors by FEBRUARY 25 to determine those planning to <br />attend. <br />4. a. Dennis Testerman distributed copies of the Intent of the Agriculture Cost -Share <br />program and reviewed with the supervisors the requixemnts of the program. <br />b. Dennis reviewed the Annual Strategy Plan for the coming Program year requestinq <br />approval of applications he has obtained. The supervisors approved the following <br />applications: William C. Cannon, Jr., Larry Mesimer, Tommy Flowe, Rick Dums and <br />Frank Herrin, Jr. <br />c. Dennis answered questions about allocations and obligations of the funds for <br />cost -share applicants <br />d. Dennis and Frankie attended the Nonpoint Source Pollution Workshop at the <br />Centralina Council of Governments on February 11, 1992. <br />5. FINANCE: <br />a. Sue Casper reported making a formal request to the Finance Officer, Blair Bennett, <br />(February 3, 1992) requesting a new copy machine for the office. <br />b. The supervisors requested Eyvonne call Rick Russell to check cost of side ways <br />Funk software. <br />ON <br />
