MINUTES <br />CASARRUS SOIL AND WATER CONSERVATION DISTRICT <br />Supervisors Meeting <br />MEETING NO: 362 <br />DATE: March 10, 1992 Agriculture Center 7:30 P.M. - 10:00 P.M. <br />SUPERVISORS: Frank Herrin, Sue Casper, Myra Morrison, Whitaker Moose, Johnny Foil <br />OFFi:CE: Eyvonne S. McDaniel, Dennis Testerman , Frankie Singleton <br />Terry Best, DC is scheduled to have surgery at his home in LaGrange next week. <br />All of us here wish the best for him during surgery and while he recuperates <br />at home for approximately 6 weeks. <br />1. Chairman Herrin called the meeting to order. <br />2. Minutes of the FEBRUARY meeting were approved. <br />3. By unanimous vote, the District officers for 1992 are: <br />Frank Herrin <br />Whitaker Moose <br />Sue Casper <br />4.Chairman's report: <br />Chairman <br />Vice - Chairman <br />Secretary- Treasurer <br />a. Frank Herrin, Sue Casper, Johnny Foil, Terry Best, Dennis Testerman and Frankie <br />Singleton attended the AREA VIII SPRING MEETING in Mocksville. Those attending <br />expressed the meeting was informative. <br />b. A report was made on Linda Vernon. All of us are very concerned that she will <br />get the rest she needs and hope the problems will be resolved as soon as <br />possible. <br />c. The County Manager, John Witherspoon, approved compressed time for Dennis and <br />Frankie beginning March 1, 1992. <br />d. Frank Herrin representing the District Board, met with citizens of Harrisburg <br />twice to discuss pollution appearing in Back Creek. All involved are trying <br />to determine how or where the source begins to pollute the creek. <br />5. Report from Dennis Testerman: <br />a. Applications for cost -share assistance with animal waste management on new <br />operations arr eligible for consideration only after applications for assistance <br />to existing operations have been considered. <br />b. Dennis reported on a workshop on farmland preservation at the Rowan County <br />Agriculture Building on February 27. Voluntarily organized farmland preserv- <br />at districts were presented as an important starting point. Rowan SWCD, a <br />cosponsor, has recently established its first such district. Plans are being <br />made to formulate recommendations on farmland preservation to be sent to legis- <br />lative study committees in the 19992 short session. Eddie Moose, farmer and <br />planning board member; Mike Boyd, Zoning Administrator; and Jonathan Marshall, <br />planner, attended from Cabarrus County. <br />6. COMMITTEE REPORTS: ( Sue Casper) <br />a. Terry and Eyvonne completed the 92 -93 proposed budget. Sue Casper, Treasurer, <br />met with Budget Officer, John Day to discuss and review the budget 3- 10 -92., <br />
