Board Meeting 367 <br />Supervisors: <br />Sue Casper <br />Johnny Foil <br />Frank Herrin <br />Myra Morrison, <br />MINUTES <br />CABARRUS SOIL AND WATER CONSERVATION DISTRICT. <br />Tuesday, August 11, 1992 <br />Staff: Absent: <br />Terry Best W. Whitaker Moose <br />Frankie Singleton <br />Dennis Testerman <br />Helen Barnes <br />1. Meeting was called to order at 7:30 P.M. <br />2. July minutes were approved. <br />3. REPORTS <br />3.1 Dennis Testerman presented the Priority Rating for the NCACSP <br />form and noted the ratings had been changed to reflect the watershed <br />water supply designations assigned by the Division of Environment <br />Management, as requested by the Board at the last meeting. <br />A question was raised on time and date of hearing concerning ratings. <br />Dennis is to check with Jerry Newton, Director, County Planning and <br />Zoning Department, on this. A discussion followed on specifications. <br />Dennis is to check into this also. <br />MOTION: That the form, Priority Rating for NCACSP, be adopted pending the <br />addition of Coddle Creek to Priority Rating 4. M (Morrison), S (Foil), C <br />Dennis presented an application for NCACSP funds for 10.5 acres of sod <br />based rotation. <br />MOTION: That the application be approved. M (Morrison), S (Casper), C <br />Dennis reported that we should know the Cabarrus County allocation of <br />NCACCP funds after the Commission meets on August 13, 1992. A signup <br />has been publicized in the newspapers. <br />MOTION: That the District enter into a cooperator's agreement with Johnny <br />Barringer. M (Morrison) S (Casper), C <br />3.2 FSA - Terry Best, DC, gave a report on the Food Security Act. <br />The deadline to have FSA information in CAMPs is 12/31/92. Out of a <br />total of 562 plans, 474 have been entered in CAMPs leaving a balance <br />of 88 plans to be entered. Plans cover approximately 33,000 acres. He <br />discussed AD-1026, CPA -026 (HEL determinations), CPA -027, and status <br />reviews and their use in FSA. <br />3.3 Watershed Report - Frankie Singleton - Bid packets, notice, and <br />letters have been sent out. Bid are due Friday, August 14, 1992. <br />There was some discussion concerning doing some of the same creeks <br />over and over. It was determined that the watershed commissioners had <br />made the decision to work on Coldwater Creek. There was also <br />discussion on 1% tax levy and Mecklenburg's stormwater control tax. <br />3.4 Information /Education Report - Frankie Singleton - The <br />Conservation Farmer of the Year and Outstanding Conservationist awards <br />have been delivered to recipients. Fair exhibit space has been <br />reserved. Exhibit should be finalized by next Board meeting. He also <br />noted that the fair exhibit space is free to the district. <br />
