MINUTES <br />CABARRUS SOIL AND WATER CONSERVATION DISTRICT <br />Tuesday, July 12, 1994 <br />Supervisors: Staff: <br />Frank A. Herrin Whitaker Moose Matthew J. Kinane <br />Douglas Harkey John A. Foil, Jr. Richard I. Taylor <br />Myra N. Morrison Dennis E. Testerman <br />Helen J. Barnes <br />1. Meeting was called to order by Chairman Frank Herrin. <br />2. July minutes were approved. <br />Richard I. Taylor, who has recently been selected to replace Frankie Singleton as resource <br />conservation specialist, was introduced. <br />Todd Childers, who was selected by the Board to attend the Resource Conservation Workshop <br />at N C State University, was present and gave a report on the workshop. <br />3. FSA /SCS Report - SCS District Conservationist (DC) Matthew J. Kinane reported that <br />Daryl Harrington, SCS DC from Stanly County, would complete status reviews on farms <br />selected in Cabarrus County this year. Five farmers have responded with phone calls <br />concerning status reviews for their farms. Some farmers indicated they would like to be <br />present for the review; others wanted more information on what the review would entail. <br />Mr. Kinane also reported on the USDA reorganization bill and its status. <br />4. Information /Education - Dennis Testerman, resource conservation specialist, reported <br />on the teachers recertification workshop. He said it looks as if we will have another <br />successful event with this District activity. Thirty-two teachers registered, down. about <br />20. There was some discussion on why this might have happened and what could be done to <br />increase participation next year. <br />5. NC Ag Costshare Report <br />5.1 Contracts /Applications /Agreements <br />Dennis Testerman and John Foil presented the following: <br />Agreement for Lloyd Lowery - 12/95 <br />MOTION: THAT AN EXTENSION BE MADE M) HARKEY, S) MORRISION, C <br />Agreement for Dr. Rhodes <br />MOTION: THAT AGREEMENT BE APPROVED. M) MORRISON, S) MOOSE, C. <br />Next a discussion ensued relative to Tommy Porter's waste management plan and when he <br />plans to implement it. Questions were raised on where he was going to spread the waste <br />and when he was going to plant his vegetation. <br />A question was also raised on whether we had heard from Steven Earnhardt. Mr. Kinane <br />informed the Board that we had not. <br />6. Old Business - None <br />7. New Business - Chairman Herrin brought to the attention of the Board information from <br />the Division of Soil and Water relative to number of people in Cabarrus County and North <br />Carolina with animal operations who had registered as a result of the 0200 regulations. <br />He also mentioned another letter in the supervisors' folders from Turner Morrison and the <br />FAC Committee to State ASCS Office relative to concerns pertaining to the 95 Farm Bill. <br />
