MINUTES <br />CABARRUS SOIL AND WATER CONSERVATION DISTRICT <br />Tuesday, April 11, 1995 <br />Supervisors Present <br />Others Present <br />Frank Herrin <br />Richard Taylor <br />Myra Morrison <br />Matthew Kinane <br />Doug Harkey <br />Helen Barnes <br />Johnny Foil <br />Dennis Testerman <br />Guest: Kenny Morrison <br />(Whit Moose came for the meeting, but was unable to get in the building. The doors to the building <br />had been inadvertently locked.) <br />The meeting was held at the County Agriculture Center at 745 Cabarrus Avenue West, Concord, NC. <br />1. Frank Herrin called the meeting to order. <br />2. The minutes from the March 14, 1995 Board meeting were reviewed <br />MOTION: THAT THE MINUTES FROM THE MARCH 14, 1995 BOARD MEETING BE APPROVED. <br />M/MORRISON, S /HARKEY, C. <br />3. SCS /FSA REPORT - Matt Kinane, DC <br />3.1 He reported that he and the staff will be going through FSA plans during the next few <br />months. Visits will be made to the field to document progress farmers are making in <br />implementing FSA plans. A check will also be made of all plans to be sure they are <br />correct and in proper order. <br />He reported that status reviews of randomly selected plans will be conducted in <br />May and June. DC Bruce Ryder, Rowan County, will be doing the status reviews for <br />Cabarrus County. Mr. Kinane will be conducting the Rowan County status reviews. <br />3.2 9 farms were contacted during the month. <br />3.4 9 walk -ins were assisted. <br />Frank introduced Sue Russell, AICP, with Cabarrus County Planning, Zoning & Building Inspection <br />Department. Matt Kinane informed the Board that Sue had been invited to talk to them on Growth <br />Management Techniques for Cabarrus County. He hoped this might promote ideas on where the <br />District wants to go in the future and guide the updating of their Long Range Plan. <br />It would also give the board an opportunity to see what growth management plans are going on in <br />the county. Mrs. Russell talked about "Understanding Growth Management Strategies" and P — <br />Protect limited resources, A — Assure facility adequacy and financing, R — Regulate the amount and <br />rate of development, and C — Contain urban form. She brought out what the Rowan Soil and Water <br />Conservation District Board are doing in this area and discussed their Farmland Preservation <br />program. <br />4. INFORMATION /EDUCATION - Dennis Testerman <br />4.1 Conservation Farm Family Nomination - There was some discussion as to what should be <br />considered when selecting a Conservation Farm Family. It was suggested that the farm did <br />not have to be picture perfect. <br />MOTION: THAT THE VAN MCGLAMERY FAMILY BE NOMINATED FOR CONSERVATION FARM <br />FAMILY OF THE YEAR.
