Cabarrus <br />Soil & Water Conservation <br />District <br />SOIL&WATER <br />*#MOO <br />C O N S E R V A T I O N <br />MINUTES <br />Tuesday, September 12, 1995 <br />Supervisors Present <br />Frank Herrin <br />Myra Morrison <br />Doug Harkey <br />Johnny Foil <br />Whitaker Moose <br />Others Present <br />Richard Taylor <br />Matthew Kinane <br />Helen Barnes <br />Dennis Testerman <br />The meeting was held at the Golden Corral Restaurant in Concord, NC. <br />Frank Herrin called the meeting to order. <br />745 Cabarrus Avenue, West <br />Concord, North Carolina 28027 <br />2. The minutes from the August 8, 1995 Board meeting were reviewed. <br />MOTION: THAT THE MINUTES FROM THE AUGUST 8, 1995 BOARD MEETING BE <br />APPROVED. M/MORRISON, S /HARKEY, C. <br />3. SCS /FSA REPORT - Matt Kinane, DC <br />3.1 CRP Sign -Up No. 13 began September 11, 1995 and continues through September 22, <br />1995. Applications are accepted at CFSA and NRCS determines the eligibility of the <br />land. Criteria is stricter for this sign -up than for previous CRP signups. <br />3.2 Mr. Kinane brought to the Board's attention the Governor's news release, "Governor <br />Orders Additional Measures on Animal Waste," and highlighted certain points in the <br />release. <br />There was a discussion on Tommy Porter's ACS contract and whether or not he has <br />enough acres cleared to handle the animal waste. Matt reported that he had discussed <br />this with Mr. Porter and that he needs to clear eight (8) additional acres. <br />A question arose as to his desire to plant bermuda grass on the cleared acres. Matt stated <br />this would give Mr. Porter grassland acres suitable for waste application during the <br />summer months. <br />There was concern as to how the new regulations are affecting farmers today. It was said <br />that the financial condition of most farmers is such that they just do not have funds to <br />correct the problems and pay fines. <br />Matt reported that he talked with Tommy about getting certified for 0200 regulations and <br />that this should be done by January 1, 1997. Myra asked if they would close down his <br />operation if it was not done by January 1. Matt said he may receive a notice of violation <br />from DEM. <br />There was some discussion on Fred Motley's lagoon. Matt informed the Board that he <br />had tried to contact Mr. Motley on several occasions, but so far had no response. DEM <br />has indicated that his lagoons are not in compliance. Myra suggested that we send a <br />letter to Mr. Motley that our assistance is available. The letter should also indicate that <br />we are following up on earlier calls to offer assistance. <br />3.4 Matt brought to the Board's attention a summary of the Cabarrus County Piedmont North <br />Carolina Cooperative River Basin Study. A copy of the summary was given to each <br />Board member. <br />
