Cabarrus <br />Soil & Water Conservation <br />7istrict <br />Meeting No. 406 <br />Supervisors Present: <br />Frank Herrin <br />Myra Morrison <br />Doug Harkey <br />Johnny Foil <br />Whit Moose <br />SOIL&WATER <br />00 <br />CONSERVATION <br />MINUTES <br />745 Cabarrus Avenue, West <br />Concord, North Carolina 28027 <br />Tuesday, December 12, 1995 <br />Others Present: <br />Richard Taylor <br />Matthew Kinane <br />Helen Barnes <br />The meeting was held at the County Agriculture Center at 745 Cabarrus Avenue West, Concord, <br />NC. <br />1. Frank Herrin, Chairperson, called the meeting to order. <br />2. The minutes from the November 14, 1995 Board Meeting were reviewed. <br />MOTION: THAT THE MINUTES FROM THE NOVEMBER 14, 1995 BOARD MEETING <br />BE APPROVED. M/MORRISON, S /HARKEY, C. <br />3. NRCS/FSA REPORT - Matt Kinane, DC <br />3.1 Technical assistance given: <br />11 farms/businesses were contacted during the month. <br />23 walk -ins were assisted. <br />3.2 Forestry Incentive Signup - Four inquiries were made concerning the Forestry <br />Incentive Signup. One application was received. <br />3.3 Mattis attending Bio- Engineering Training in Winston -Salem this week. <br />3.4 Pond design for Donald Hill has been tentatively approved. <br />3.5 Jerry Pate, NRCS Engineering Technician, and Max Fowler, new engineer for the <br />Division, along with District office staff, visited the Oliver Hill farm. The <br />purpose of the visit was to try to come up with an animal waste management plan <br />that would comply with 0200 regulations. <br />3.6 The District received a copy of a certified letter from DEHNR sent to Fred Motley <br />notifying him of a violation of his deemed permitted status. A copy of the letter is attached. The <br />following is a portion presented at the meeting: <br />"In accordance with the requirements of NCAC 2H.0213, you are hereby given notice <br />that sixty (60) days following your receipt of this letter, the Division of Environmental <br />Management intends to revoke your permit unless the following conditions are completed: <br />" 1. Immediately eliminate the discharge of wastewater or correct the violation. <br />11 2. Make any modifications needed to ensure there will be no future discharges. <br />
