291 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 3, 1991, at 6:30 P.M. <br />The meeting had been changed from Monday, September 2, due to the Labor Day <br />holiday. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Absent Commissioner: Kenneth F. Payne <br /> Chairman Simmons was absent for the beginning of the meeting. Vice- <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> The invocation was given by Reverend Larry Pittman of the McKinnon <br />Presbyterian Church. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with <br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />minutes of July 22 (Special Meeting), August 5, and August 19, 1991 were approved <br />as written. <br /> <br />UNFINISHED BUSINESS <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Carpenter with <br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />Board adopted the Harrisburg Area Land Use Plan as presented by the Cabarrus <br />County Planning and Zoning Department. <br /> UPON MOTION of Commissioner Hamby, seconded by Vice-Chairman Barnhart with <br />Commissioners Hamby and Carpenter and Vice-Chairman Barnhart voting for, the <br />Board appointed the following persons to the Parks and Recreation Advisory <br />Commission for three-year terms ending December 31, 1993. <br /> <br />APPOINTEE <br />James Stan Carpenter <br />Glenn A. Troutman <br /> <br />AREA REPRESENTED <br />Winecoff/Odell District <br />A.T.
