' 358 <br /> <br />Changes in Medicare Rules and Regulations for Ambulance Billing/Approval of <br />Transport Rates for BLS and ALS Provider <br /> <br /> Mr. Aubrey Attkisson, Emergency Medical Services Director, recommended that <br />the ambulance rate for ALS provider be established at $345.00 and the rate for <br />BLS provider be established at $165.00 effective January 1, 1995. These rates <br />will enable the County to reduce the County's subsidy for the operation of the <br />ambulance service from 68 percent to 53 percent over the next three fiscal years. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board set the ambulance rate for ALS provider at $345.00 <br />and the ambulance rate for BLS provider at $165.00 effective January 1, 1995, as <br />recommended by Mr. Aubrey Attkisson. <br /> <br /> As recommended by Commissioner Niblock, the Board by general agreement <br />asked the County Manager to draft a letter to the North Carolina legislative <br />delegation regarding the low Medicare reimbursement rate in this state. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Road Petition - Addition to State System <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the addition of Lippard Lane to the State <br />road system. <br /> <br />Proclamation - County Government Week - April 2-8, 1995 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />COUNTY GOVERNMENT WEEK <br />APRIL 2 - 8, 1995 <br />PROCLAMATION <br /> <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> counties trace their roots to the English shire of a <br /> thousand years ago. <br /> county government structures today are as diverse as the <br /> people they represent. <br /> counties provide a wide spectrum of services to their <br /> residents, and county employees are proud of the service <br /> they provide. <br /> state constitutions legislate the revenue sources <br /> counties may pursue to meet their budget requirements <br /> and taxes are the primary revenue source for counties. <br /> counties spend more than $140 billion a year in <br /> providing environmental protection, social services, <br /> public education, emergency medical services, law <br /> enforcement, health services, parks and recreation, <br /> water and sewer services and dozens of other services <br /> for their citizens. <br />WHEREAS, in a 'recent Gallup poll of U.S. citizen's attitudes <br /> toward federal, state and local government, individuals <br /> said that local governments gave the most for the money <br /> and spent tax dollars most wisely. <br />WHEREAS, it is time for this nation to recognize that it is <br /> everyone's responsibility to ensure that our children <br /> have the opportunity to grow in a nurturing environment <br /> to become self-reliant and productive adults. Children <br /> are this country's most valuable resource. <br />WHEREAS, like our children, America's counties are America's <br /> future. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim the week of April 2 - 8, 1995 as <br /> County Government Week in Gabarrus County <br />and urges all citizens to be more involved in and aware of issues <br />affecting county government. <br /> <br /> <br />
