503

The Board of Commissioners for the County of Cabarrus met in recessed
session in the Commissioners' Conference Room at the Cabarrus County Governmental
Center in Concord, North Carolina on Monday, July 31, 1995, at 6:00 P.M.

Present - Chairman: Jeffrey L. Casper

Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney; Mr. John
Day, Budget Officer/Area Manager; and Mrs. Frankte F. Bonds, Clerk to the Board.

Chairman Barnhart called the meeting to order at 6:05 P.M. Dr. Niblock was
not present for the beginning of the meeting.

Additions to Agenda

Chairman Barnhart requested the addition of a closed session to discuss a
personnel issue.' Commissioner Fennel requested a closed session to discuss a
matter relating to economic development.

UPON MOTION of Commissioner Olio-Mills, seconded by Chairman Barnhart with
Commissioners Olio-Mills and Fennel and Chairman Barnhart voting for, the Board
approved the addition of a closed session to the agenda for personnel and
economic development matters.

NEW BUSINESS

Bid Award - Computers for the Department of Social Services

The following bids were received on July 28, 1995 for the purchase of
computers for the Department of Social Services.

BID TABULATION

LEGAL ADVERTISEMENT DATE:
July 18, 1995
15" Monitor
w/MS Office
Company Quantity bundled
Gateway 2000 45 $121,140.00
55 $148,060.00
65 $174,980.00

15" Monitor 17" Monitor
w/o MS Office w/MS Office
bundled bundled
NO QUOTE $133,965.00
NO QUOTE $163,735.00
NO QUOTE $193,505.00

17" Monitor
w/o MS Office
bundled

NO QUOTE
NO QUOTE
NO QUOTE

Micron Elec- 45 $135,315.00 $131,760.00 $149,445.00 $145,890.00
tronics, Inc. 55 $165,385.00 $161,040.00 $182,655.00 $178,310.00
65 $195,455.00 $190,320.00 $215,865.00 $210,730.00

Mr. James F. Cook, Jr., Social Services Director, reviewed the bids and
recommended that the bid be awarded to Micron for 65 computers with several
stipulations. The basis for this recommendation was as follows:

1)

2)

3)

4)

Gateway 2000 machine does not meet bid specifications as it is
not listed on the NT compatibility list issued by Microsoft,
Inc. Also, company representatives have indicated they do not
provide NT technical support as specified.
The video card provided with the Gateway machine is apparently
a 32 bit card rather than the 64 bit card specified. It is
also unclear whether the monitor proposed by Gateway 2000
meets the specified MPR-II radiation (protection) standard.
Gateway 2000 did not submit a bid option for computers without
the Microsoft Office bundled. The department has determined it
would be less expensive to purchase this and other software
through an "open license pack" offered by Microsoft.
The price quoted by Micron included the following two
component options which exceed the specifications: (1) a
Diamond Stealth 64 Video VRAM with 2MB at a cost of $200.00
more than the Diamond Stealth 64 DRAM 2 MB video card; and (2)
the 3COM 3C509 NIC Ethernet Combo at a cost of $70.00 more
