495 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 16, 1998, at 6:30 P.M. <br /> <br />Present - <br /> <br />Chairman: Sue B. Casper <br />Vice-Chairman: Carolyn B. Carpenter <br />Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Girl Scout Troop 37 of the Cold Springs United Methodist Church conducted <br />the Flag Ceremony. Scouts Bonnie Deal, Heather Nearhood and Kathleen Ferguson <br />participated in the ceremony. <br /> <br /> The invocation was given by Reverend Corey Ingold of the Rocky River <br />Presbyterian Church. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the minutes of December 29, 1997, January 20, 1998 and <br />January 26, 1998 were approved as written. <br /> <br />Approval of the Agenda <br /> <br /> Mr. Clifton listed the following changes to the agenda: (1) Deletion of <br />Recognitions Item B (retirement of Ashlyn Sides from the Department of Social <br />Services); and (2) Addition of a presentation by Mr. Clifton regarding the <br />upcoming referendums on the sales and land transfer taxes. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the setting of the Agenda with the <br />changes listed above. <br /> <br />RECOGNITIONS <br /> <br />Recognition of the Following County Employees on Their Retirement: Iris Jean <br />Sloo~ - Department of Social Services - 17 Years of Service; Robert Mattox - <br />Sheriff's Department - 26 Years of Service~ and Ronald Green - General Services - <br />14 Years of Service <br /> <br /> Mr. Jim Cook, Social Services Director, recognized Ms. Iris Jean Sloop on <br />her retirement from the Department of Social Services. Ms. Sloop began work at <br />the Department on January 5, 1981 and will retire on February 28, 1998. <br /> <br /> Sheriff Robert Canaday recognized Sergeant Robert L. Mattox on his <br />retirement from the Cabarrus County Sheriff's Department. Sergeant Mattox began <br />his career with the Sheriff's Department on September 15, 1972 and will retire <br />on February 28, 1998. <br /> <br /> Mr. John Page, General Services Administrator, recognized Mr. Ronald E. <br />Green on his retirement from the Building Maintenance Division of General <br />Services. Mr. Green began work with the County on August 1, 1984 and retired on <br />January 30, 1998. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a plaque and a <br />County lapel emblem to each of the retiring employees in appreciation for their <br />service to the citizens of Cabarrus County. <br /> <br />CONSENT AGENDA <br /> <br />(Items listed under Consent are generally of a routine nature. The Board may <br />take action to approve/disapprove all items in a single vote. Any item may be <br />withheld from a general action, to be discussed and voted upon separately at the <br />discretion of the Board.) <br /> <br /> Board members requested the removal of the following items from the Consent <br />Agenda: Item 9 (Contract with Concord Asbestos Abatement, Inc.); Item 10 <br /> <br /> <br />
