126 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session in the Commissioners' Meeting Room at the Governmental <br />Center in Concord, North Carolina on Tuesday, January 19, 1999, at 6:30 <br />P.M. The meeting had been rescheduled from Monday, January 18, due to <br />the Martin Luther King, Jr. holiday. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, <br />Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. <br />Commissioner Carpenter was absent for the beginning of the meeting. <br /> <br /> The Flag Ceremony was conducted by Girl Scout Troop 979 of the <br />Cornerstone Presbyterian Church. Scouts participating in the ceremony <br />were Lesley Stephenson, Ashleigh Moten, Brandy Trull, Jessica Bryson <br />and Kari Harris. <br /> <br /> Reverend Mark Nichols of the Concord Church of the Brethern gave <br />the invocation. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner <br />Fennel with Commissioners Casper, Fennel and Privette and Chairman <br />Barnhart voting for, the Board approved the minutes of December 21 and <br />December 28, 1998 as written. <br /> <br />Approval of the Aqenda <br /> <br /> Mr. Clifton asked that New Business Item 6 (Consideration of <br />Proposal to Purchase 12 Acres of County-Owned Land) be removed from the <br />Agenda at this time. The item will be on the Agenda for the next <br />meeting. <br /> <br /> Commissioner Privette asked that New Business Item 5 (Sale of <br />Lake Concord Property - Request to Extend Closing Date until July 30, <br />1999) be removed from the Agenda. He stated that Kannapolis City <br />Councilman Roger Haas had requested the Board to delay consideration of <br />this matter. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Casper with Commissioners Privette, Casper and Fennel and Chairman <br />Barnhart voting for, the Board approved the Agenda with the two <br />changes. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Thomas E. Porter Family - 1999 N.C. Conservation Farm Family of the <br />Year <br /> <br />Dianne Hudson - National Conservation Teacher of the Year for <br /> <br />Elementary Schools <br /> <br /> MS. Myra Morrison, Chair of the Cabarrus Soil and water <br />Conservation District, recognized the Thomas E. Porter Family who was <br />named the North Carolina 1999 Conservation Farm Family of the Year by <br />the North Carolina Association of Soil and Water Conservation <br />Districts. She also recognized Ms. Dianne Hudson who was recently <br />selected as the National Conservation Teacher of the Year for <br />Elementary Schools by the National Association of Soil and Water <br />Conservation Districts. <br /> <br /> On behalf of the Board, Commissioner Sue Casper presented <br />Certificates of Commendation and County lapel emblems to members of the <br />Porter and Hudson families. <br /> <br /> Commissioner Carpenter arrived at 6:45 P.M. and was present for <br />the remainder of the meeting. <br /> <br /> <br />
