May 31, 2004 Page 477 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 31, 2004, at <br />5:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Marilyn D. Porter, <br />County Attorney; and Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 5:04 p.m. Vice Chairman <br />Suggs and Commissioner Carpenter were absent for the beginning of the <br />meeting. <br /> <br />Commissioner Carruth gave the invocation. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />with Commissioners Privette and Carruth and Chairman Freeman voting for, the <br />Board approved the Agenda as submitted. <br /> <br />Proposed Industrial Incentive Grants - Public Hearings <br /> <br /> Mr. Day stated public hearings were scheduled at this time for proposed <br />industrial incentive grants for Bonitz Contracting, Hendrick Motorsports and <br />Oiles America. The Board had discussed and endorsed each of these grants at <br />its meeting on May 17. Ryan McDaniels of the Cabarrus Economic Development <br />Corporation was present to answer any questions regarding the proposed <br />economic development projects. <br /> <br /> Commissioner Carpenter and Vice Chairman Suggs arrived at approximately <br />5:08 p.m. and were present for the remainder of the meeting. <br /> <br />Bonitz Contracting - Public Hearin~ <br /> <br /> Pursuant to the Industrial Development Grant Program guidelines <br />effective January 1, 2004, Bonitz Contracting (a South Carolina based wall <br />and floor contracting company) has requested an incentive grant to locate in <br />Cabarrus County. The company is negotiating for a site in the International <br />Business Park in Concord and plans to construct a 48,000 square foot <br />building. This facility will employ 175 persons with an average wage of <br />$16.18/hour (includes salaried employees). The estimated investment is $3 <br />million of real estate with equipment valued at $300,000.00. <br /> <br /> At 5:09 p.m. Chairman Freeman opened the public hearing and asked if <br />any one wished to address the Board regarding the proposed grant for Bonitz <br />Contracting. The Notice of the Public Hearing was published in THE <br />INDEPENDENT TRIBUNE on May 20, 2004. <br /> <br /> There was no one present to address the Board, and Chairman Freeman <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the incentive grant subject to <br />the negotiation and execution of a definitive agreement between Cabarrus <br />County and Bonitz Contracting, Inc., as outlined in the Industrial <br />Development Grant Program, with authorization granted to the County Manager <br />and County Attorney to conclude the negotiations. <br /> <br />Hendrick Motors~orts - Public Hearing <br /> <br /> Pursuant to the Industrial Development Grant Program guidelines <br />effective January 1, 2004, Hendrick Motorsports has requested an incentive <br />grant to assist in its continued expansion. Plans call for spending $11 <br />million for improvements to real property and $800,000.00 (estimate) on <br />business personal property. Eight to ten new employees will be hired with <br />an average annual salary of $50,000.00. Hendrick Motorsports currently <br />employs about 400 people. <br /> <br /> At 5:11 p.m., Chairman Freeman opened the public hearing and asked if <br />anyone wished to address the Board regarding the proposed grant for Hendrick <br /> <br /> <br />
