June 14, 2004 Page 493 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, June 14, 2004, at 6:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Marilyn D. Porter, <br />County Attorney; and Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:15 p.m. and gave the <br />invocation. <br /> <br />Approval of the Agenda <br /> <br /> Chairman Freeman asked for the addition of the following items to the <br />Agenda: (1) Closed Session to consult with the County Attorney; and (2) <br />Discussion of the proposed FY 2005 Cabarrus County Budget. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the Agenda with the additions <br />requested by Chairman Freeman. <br /> <br />Proclamation - June 14 - The 229t~ Birthday of the United States Army <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board adopted the following <br />Proclamation. <br /> Resolution No. 2004-21 <br />PROCLAMATION <br /> <br />WHEREAS, The United States army has been instrumental to our nation's growth <br />since its creation on June 14, 1775. <br /> <br />WHEREAS, The 229tn birthday celebration pays homage to the Army's history, <br />tradition and service to the United States of America <br /> <br />WHEREAS, Soldiers continue to protect this Nation both at home and abroad <br />through its many peace keeping activities <br /> <br />WHEREAS, The 229th Birthday logo reflects the nature of the Army and its <br />soldiers: "Our Army At War - Relevant and Ready". <br /> <br />WHEREAS, Cabarrus County shows appreciation to the U.S. Army and the many <br />soldiers - past and present - who have fought for this Nation. <br /> <br />NOW THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />does hereby proclaim June 14, 2004 as "The 229th Birthday of the United States <br />Army" and encourages citizens to join Cabarrus County in saluting our <br />soldiers. <br /> Adopted this 14tn day of June, 2004. <br /> /s/ Robert M. Freeman, Chairman <br /> Cabarrus County Board of Commissioners <br /> <br />Cabarrus County Law Enforcement Center and Jail <br /> <br /> Kelly Sifford, Community Development Manager, introduced officials from <br />Ware Bonsall Architects for an update on the Law Enforcement Center and Jail <br />project. <br /> <br /> Glenn Ware of Ware Bonsall Architects presented the Law Enforcement <br />Center Facility Program and Budget. Based on general population projections <br />for the County, he listed the projected inmate bed requirements at over 400 <br />beds in 2015, 591 beds in 2025-2030 and 1,000 beds in 2050. Also, Mr. Ware <br />reviewed space needs for areas such as the lobby, administrative offices, <br />support staff, kitchen, laundry and storage and advised of plans to use a <br />video visitation system to save space. He then presented Options A and B for <br />the design and construction of the facility. Option A builds everything out <br />to the 20-year timeline with 576 beds and a total area of 265,247 square feet <br />and a total estimated cost of $56,759,981.00. Option B provides for the <br />construction of the facility in two phases. Phase I includes the <br />construction of a facility with 207,914 square feet, inmate housing of 384 <br /> <br /> <br />
