<br />March 11, 2006 - Recessed Meeting <br /> <br />Page <br /> <br />520 <br /> <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session for a Strategic Directions Initiative and Preliminary Budget <br />Projections retreat in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Saturday, March 11, 2006/ <br />at 9:00 a.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Jeni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Managerj <br />County Manager; Pam Dubois, Deputy County Manager; Frankie <br />the Board; and Kay Honeycutt, Deputy Clerk to the Board. <br /> <br />Mike Downs, Deputy <br />F. Bonds, Clerk to <br /> <br />Chairman Carruth called the meeting to order at 9:05 a.m. <br /> <br />Introduction <br /> <br />Chairman Carruth provided a few introductory remarks and turned the <br />meeting over to John Day, County Manager. <br /> <br />Overview of Agenda <br /> <br />Mr. Day reviewed the Agenda as follows: Overview of <br />Planning; Summary of Results from Previous Retreats; Develop a <br />Direction, Mission and Vision; Identify the Core Values that Should <br />Board/a/Government's Actions in the Future; and Budget Projections. <br /> <br />Strategic <br />Sense of <br />Guide the <br /> <br />The Board agreed to the Agenda as presented. <br /> <br />Purpose and Goals <br /> <br />Mr. Day reviewed the purpose and goals of the retreat. The following <br />items were identified: Understand and agree to embark on a strategic <br />planning initiative; Develop a sense of direction, mission and vision for the <br />Board; Identify core values to help inform Board decisions and behavior and <br />guide the organization; Agree on the next steps of initiative; and Learn <br />about current budget projections and preliminary estimates for next fiscal <br />year. <br /> <br />Commissioner Carpenter arrived at 9:14 a.m. and was present for the <br />remainder of the meeting. <br /> <br />Overview of Strategic Planning <br /> <br />Mr. Day gave a powerPoint presentation entitled "Road Map to Success" <br />and provided an overview of the strategic planning process. The following <br />key components were reviewed as follows: How can an organization's success <br />be measured without an established destination or agreed upon outcome; what <br />is strategic planning; why an organization does strategically planning; how <br />is strategic planning done; and how strategic planning permeates the <br />organization. He also reviewed definitions of key words such as mission, core <br />values, vision, outcomes, indicators, strategies, performance measures, and <br />assessment. <br /> <br />Mr. Day asked Board Members if they were willing to commit to a <br />strategic planning initiative. <br /> <br />Board Members expressed the following sentiments: it is a good idea to <br />look and plan long term; a lack of planning has gotten the County in trouble <br />in the past; strategic planning is successfully used in other counties and <br />would be beneficial to the community; strategic planning is the first step in <br />managing the government like a business; and it is the Board's role to set <br />county policy and for staff to fulfill the policy and live within the budget. <br /> <br />By consensus, the Board agreed to commit to the strategic planning <br />initiative. <br /> <br />Summary of Results from Previous Retreats <br /> <br />Board Members briefly reviewed their vision of how they would like the <br />county to look in the future as identified at a January 2005 retreat. The <br />vision included items such as: commerce center filled with diverse jobs and <br />people from many cultures; safe, walk-able communities with schoolsl parks, <br />
