Carruth <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br />Absent - Vice Chairman: Joni D. Juba <br /> <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Frankie F. Bonds, Clerk to <br />the Board; and Kay Honeycutt, Deputy Clerk to the Board. <br /> <br />Chairman Carruth called the meeting to order at 5:04 p.m. <br /> <br />Approval of the Agenda <br /> <br />UPON <br />Carpenter <br />presented. <br /> <br />MOTION of Commissioner <br />and unanimously carried, <br /> <br />privetteJ <br />the Board <br /> <br />seconded <br />approved <br /> <br />by Commissioner <br />the Agenda as <br /> <br />2006 Community Oriented Policing Services (COPS) Technology Initiative Grant <br /> <br />Pam Dubois, Deputy County Manager, reported Cabarrus County has been <br />awarded a grant in the amount of $197,446.00 to purchase technology equipment <br />through the u.S. Department of Justice, Office of Community Oriented Policing <br />Services (COPS) Technology Initiative Grant Program. She said the deadline <br />for submitting the Memorandum of Agreement for this grant is May 31, 2006 and <br />that no County funds are required. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board authorized the Cabarrus County Sheriff to <br />execute a Memorandum of Agreement between Cabarrus County and the U.S. <br />Department of Justice, Office of Community Oriented Policing Services (COPS) <br />for a technology and equipment grant award in the amount of $197,446.00. <br />Further, the Board adopted the following Resolution: <br /> <br />Resolution No. 2006-13 <br /> <br />RESOLUTION AUTHORIZING THE CABARRUS COUNTY SHERIFF TO SIGN MEMORANDUMS OF <br />AGREEMENT FOR COMMUNITY ORIENTED POLICING SERVICES (COPS) GRANTS <br /> <br />Whereas, the Cabarrus County Sheriff Department applies for grants to <br />be received from the U.S. Department of Justice, Office of Community Oriented <br />policing Services (COPS)i and, <br /> <br />Whereas, these grants must meet strict <br />use in accordance with the Science, State, <br />Agencies Appropriations Act, 2006i and, <br /> <br />federal and state guidelines for <br />Justice, Commerce, and Related <br /> <br />Whereas, Memorandums of Agreement between Cabarrus County and the U.S. <br />Department of Justice, Office of Community Oriented Policing Services (COPS) <br />must be signed for acceptance of these grants; and, <br /> <br />Whereas, no expenditures can be made until a budget amendment is <br />approved by the Cabarrus County Board of Commissioners; <br /> <br />Now, therefore, be it resolved by the Cabarrus County Board of <br />Commissioners that the Cabarrus County Sheriff is authorized to sign <br />Memorandums of Agreement between Cabarrus County and the U. S. Department of <br />Justice, Office of Community oriented Policing Services (COPS) for the <br />receipt of grant funds, and that a copy of this resolution shall be filed <br />with the U. S.
