January 22, 2007 (Regular Meeting) Page 227 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, January 22, 2007 at 6:30 p.m. Present - Chairman: Robert W. Carruth Vice Chairman: Joni D. Juba Commissioners: Grace M. Mynatt Coy C. Privette H. Jay White, Sr. Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; and Kay Honeycutt, Clerk to the Board. Chairman Carruth called the meeting to order at 6:30 p.m. Boy Scout Troup 52 of St. Stephens Lutheran Church conducted the Flag Ceremony. Scouts participating in the ceremony were: Gregory Lis k, David Isenhour, Austin Miller, Nick Boots, Matthew Freeze, and Zachary Gantt. Chaplain Bernie Loos, of the Cabarrus County Sheriff`s Office, gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner White, seconded by Commissioner Privette and unanimously carried, the Board approved the minutes of September 11, 2006 (Work Session), September 25, 2006 (Regular Meeting), September 26, 2006 (Recessed Meeting) and October 9, 2006 (Work Session) as written. (B) APPROVAL OF THE AGENDA UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette and unanimously carried, the Board voted to approve the Agenda with the following additions: Old Business Item E-3 - Resolution Approving Installment Financing for Law Enforcement Facilities Project in an Aggregate Principal Amount up to $35,000,000.00; Appointments to Boards and Committees Item I-5 - Miscellaneous Appointments to Boards and Committees; Closed Session Item L-1 - To Consult with the Attorney to Preserve the Attorney- Client Privilege and Discuss Threatened or Pending Litigation and to Consider a Personnel Matter(s)as Authorized by NCGS 193.318.11(a)(3)(6) and Closed Session Item L-2 - To Discuss Matters Relating to the Location or Expansion of Industries as Authorized by NCGS 193.318.11(a)(9). (C) RECOGNITIONS AND PRESENTATIONS - IAFE (International Association of Fairs 6 Debbie Bost, Cooperative Extension Director, and Mary Ann Cooper, Fair Manager, presented awards received at the 2006 Annual Convention of the North & South Carolina Association of Agricultural Fairs and at the 116x" Annual International Association of Fairs and Expositions Convention. Ms. Cooper reported the 2006 Cabarrus County Fair received awards from the North Carolina Association for the Youth and Media divisions and also won the following awards from the International Association: Best Exhibitor Handbook and Outstanding Newsletter-Email/Web. Ms. Bost reported the 2006 Cabarrus County Fair won the following awards from the International Association of Fairs and Expositions: Agricultural Awards Best of Division for the Agribusiness and Environmental Science Field Days and the best Newly Established or Developed Program to Promote Agriculture. Chairman Carruth congratulated all the volunteers for their efforts in making the Cabarrus County Fair one of the most successful fairs in the State and region. (C-2) Finance Department - Distinguished Budget Presentation Award Pam Dubois, Deputy County Manager, recognized Ms. Loretta Lee, Budget and Performance Manager, and reported the Finance Department received the Distinguished Budget Presentation Award from the Government Finance Officers
