February 5, 2007 (Work Session) The Board of Commissioners for the County of Cabarrus met Work Session in the Multipurpose Room at the Cabarrus County Center in Concord, North Carolina on Monday, February 5, 2007, at Present - Chairman: Robert W. Carruth Commissioners: Coy P. Privette H. Jay White, Sr. Absent - Vice Chairman Joni D. Juba Commissioner: Grace M. Mynatt Page 250 for an Agenda Governmental 3:30 p.m. Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; and Kay Honeycutt, Clerk to the Board. Vice Chairman Juba was absent due to illness and Commissioner Mynatt was out of town on business. Chairman Carruth called the meeting to order at 3:37 p.m. Commissioner Privette gave the invocation. Consent Agreements £or the Hawthorne, Rustic Canyon and The Pointe at St. Andrews Subdivisions Kassie G. Watts, Planner, presented consent agreements for the following subdivisions: Hawthorne, Rustic Canyon and The Pointe at St. Andrews. Jonathan Marshall, Commerce Director, responded to several questions from the Board concerning school capacity. There was a brief discussion on the School's ability to project school capacity including the purchase of software that will allow the Schools to project capacity more quickly. UPON MOTION of Commissioner Privette, seconded by Commissioner White and unanimously carried, the Board voted to place the Consent Agreements for the following subdivisions on the February 19, 2007 Agenda as New Business items: Hawthorne, Rustic Canyon and The Pointe at St. Andrews. Road Maintenance Chairman Carruth asked the Board if they had received a letter from Mr. Steve Holstein of Rocky River Road concerning road maintenance standards and the North Carolina Department of Transportation (NCDOT). Chairman Carruth reported Mr. Holstein has been trying to get NCDOT to take over the maintenance on the road where he lives. However, he said the road does not meet NCDOT standards. Jonathan Marshall, Commerce Director, reported roads built after 1975 must meet, or be brought up to meet NCDOT standards, including road paving. He said the only roads NC DOT will take over and maintain are ones that were built prior to 1975. Chairman Carruth asked how difficult it would be to identify all the unimproved roads within the county and does the County have any obligation to get the roads brought up to standards for public safety. He said NCDOT would determine the type of improvements needed, bid the project out and oversee construction. The County he said would provide the funding and manage the assessment.
