April 16, 2007 (Regular Meeting) Page 331 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 16, 2007, at <br />6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, <br />County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. A moment <br />of silence was observed for the massacre at Virginia Tech University and a <br />tribute to the late L. D. "Bud" Coltrane, III, was presented by Chairman <br />Carruth. <br />Girl Scout Troop 3195 of Forest Hill United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Kira Garcia, Lucy Connolly, Carlisle Sheridan, Karin Lord and Kinsey Miles. <br />Pastor Rita Steck of Central United Methodist Church gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of January 8, 2007 <br />(Work Session), January 19, 2007 (Recessed Meeting - Retreat), and January <br />20, 2007 (Recessed Meeting - Retreat) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the Agenda with the following <br />addition: Old Business Item E-3 (Establishment of a Policy Dealing with <br />Revenues Generated by the Kannapolis TIF District). New Business Items G-13 <br />and G-19 (House Bill 1002, Senate Bill 595, Cabarrus Quick Take) and (NC <br />House Bill 1205 Kannapolis Annexation) were moved to the beginning of the New <br />Business Agenda. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Proclamation - Soil 6 Water Stewardship Week <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board adopted the following Proclamation: <br />Proclamation No. 2007-02 <br />PROCLAMATION <br />Whereas fertile soil and clean water provide us with our daily <br />sustenance, and Whereas effective conservation practices have helped provide <br />us a rich standard of living, and Whereas our security depends upon healthy <br />soil and clean water, and Whereas soil and water stewardship calls for each <br />person to help conserve these precious resources, Therefore, I do hereby <br />proclaim April 29 - May 6, 2007 Soil & Water Stewardship Week. <br />In witness whereof I have hereunto set my hand and caused the seal of <br />my office to be affixed. <br />/s/ Robert W.
