May 6, 2013 (Work Session) Page 1518 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 6, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:04 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Additions: <br />Recognitions and Presentations <br />County Manager - NCACC Legislative Video Report <br />Moved: <br />Planning and Development - Soil and Water Conservation District - Proposed <br />Terms for a Stream Restoration Project on Back Creek <br />® Moved up <br />Revised: <br />Planning and Development - Soil and Water Conservation District - Approval of <br />Amendment to North Carolina Clean Water Management Trust Fund Contract <br />®. Amendment No. 5 <br />Changes to the May 20, 2013 Agenda <br />Additions: <br />Recognitions and Presentations <br />BOC - Memorial Day Proclamation <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items For Action at May 20, 2013 Mee <br />Chairman Poole requested the discussion concerning a Charlotte Regional <br />Airport Authority be moved up in order to accommodate the Deputy City Manager <br />of Charlotte. <br />BOC - Discussion Concerning a Charlotte Regional Airport Authority (Tabled <br />from April) <br />Ron Kimble, Charlotte Deputy City Manager, presented a detailed history <br />of the Charlotte Douglas International Airport from its inception to the <br />present. He also addressed the following topics: the introduction of SB81, <br />which proposed the creation of a regional airport authority; the impact of <br />the legislation, if passed, would transfer land, ownership, governance, <br />bonds, operations, leases and contracts for Charlotte Douglas International <br />Airport to a 13- member airport authority; and the City of Charlotte's eleven <br />(11) councilmen and mayor's unanimous opposition to SB81 as it is currently <br />written. He stated the City Council of Charlotte agreed to conduct an <br />independent, unbiased study of the governance of airports throughout the <br />country. He also advised the study results will be presented to the Charlotte <br />City Council tonight. <br />A lengthy discussion ensued. Mr. Kimble responded to a variety of <br />questions from the Board. Brian Hiatt, Concord City Manager, was also in <br />attendance and expressed concerns regarding the potential impact of SB81 on <br />Concord Regional Airport. <br />Discussion Items - No Action <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />
