May 30, 2013 (Recessed Meeting) Page 1560 The Board of Commissioners for the County of Cabarrus met for a recessed session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Thursday, May 30, 2013 at 4:00 p.m. Present - Chairman: Elizabeth F. Poole Vice Chairman: H. Jay White, Sr. Commissioners: Larry M. Burrage Christopher A. Measmer Stephen M. Morris Also present were Mike Downs, County Manager; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County Manager; Ann Wilson, Finance Director; Paarth Mehta, Budget Analyst; and Megan Smit, Clerk to the Board. Commissioner Morris left the meeting after the Mt. Pleasant Volunteer Fire Department presentation at 6:34 p.m. and was absent for the remainder of the meeting. Call to Order Chairman Poole called the meeting to order at 4:03 p.m. Chairman Poole' requested the second agenda item, Arts Council - Presentation of FY 2014 Budget Request, be moved up to allow time for the County Attorney to arrive. Arts Council - Presentation of FY 2014 Budget Request Noelle Rhodes Scott, Executive Director of the Cabarrus Arts Council, presented information related to the Arts Council FY 14 budget request totaling $26,000.00. Ms. Scott and Betsy Liles, Cabarrus Arts Council Chair, responded to a variety of questions from the Board. Several members of the Cabarrus Arts Council Board of Directors were also in attendance. County Manager - Set a Public Hearing Regarding Tax - Exempt Bonds to be issued on Behalf of Carolina International School Richard Koch, County Attorney, presented a request to set a public hearing regarding tax - exempt bonds to be issued on behalf of Carolina International School. He advised there is no obligation to the county outside of setting and holding the public hearing. He stated the public hearing needs to be held to fulfill the requirements of Section 147(f) of the Internal Revenue Code of 1886, in regards to the issuance of tax - exempt bonds by the Public Finance Authority. He further stated, due to a 14 -day notice requirement for the public hearing notice, the Board will need to suspend its Rules of Procedures and schedule the public hearing for the June 17, 2013 regular meeting. A brief discussion ensued. In response to a question from the Board, Mr. Koch stated the school will publish the notice in the newspaper and the County will post a notice on the website. UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer and unanimously carried, the Board suspended its Rules of Procedures in order to take action on the item due to time constraints. UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer and unanimously carried, the Board set a public hearing for June 17, 2013 on behalf of Carolina International School for the consideration of the issuance of tax - exempt bonds by the Public Finance Authority. Vice Chairman White requested Mr. Koch notify the school to supply representation at the June 17 meeting to answer any questions. CVB /Tourism Authority - Presentation of FY 2014 Budget Request Donna Carpenter, President /CEO of the Convention and Visitors Bureau (CVB), reviewed past events and upcoming events, noting their economic impact on Cabarrus County. She also presented new CVB Destination Guides to the Board. Tourism Authority Chairman and Great Wolf Lodge General Manager, Phil Cunningham, reported the Authority approved the budget on April 24, 2013. He also reported on a feasibility study regarding an extension on Highway 49. John Mills, CVB Executive Vice President, presented a general overview of the CVB's FY 14 budget totaling $3,945,654.00 and responded to questions from the Board.
