June 17, 2013 (Regular Meeting) Page 1573 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 17, 2013, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:32 p.m. <br />Chairman Poole led the Pledge of Allegiance. <br />Reverend Dan Warnes from St. James Lutheran Church in Concord delivered <br />the invocation. <br />A moment of silence was held for Charles E. Rimer, former principal of <br />Concord High School. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the minutes of April 1, 2013 <br />(Work Session) and April 15, 2013 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Additions: <br />Recognitions and Presentations <br />C -2 County Manager - Recognition of Tony Harris as Nationally Acclaimed <br />2013 Risk Manager of the Year <br />C -4 County Manager - NCACC Legislative Video Report <br />G -6 Human Services - Foster Care Budget Revision <br />® Budget Amendment <br />Supplemental Information: <br />Approval or Correction of Minutes <br />A -1 Approval or Correction of Meeting Minutes <br />® April 1, 2013 (Work Session) <br />® April 15, 2013 (Regular Meeting) <br />Removed: <br />Recognitions and Presentations <br />BOC - Recognition of Boy Scout Troop Members for Achieving the Eagle Scout <br />Rank <br />0 Removed to a future date. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the Agenda as amended. <br />John Cox, Cabarrus Regional Chamber of Commerce, introduced Margie <br />Bukowski, the new vice president of economic development, to the Board. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Planning and Development - Soil and Water Conservation District - <br />Recognition of Conservation Contest Winner <br />Dennis Testerman, Senior Resource Conservation Specialist, recognized <br />the achievements of Madeline Barfield, sixth -grade student of Harris Road <br />Middle School. Miss Barfield won first place in the statewide 2 nd Annual <br />Computer Designed Slide Show Contest. The contest was sponsored by the North <br />Carolina Association of Soil and Water Conservation Districts. The 2013 <br />theme is "Water... The Cycle of Life ". An award certificate was presented to <br />Miss Barfield in recognition of her achievement. <br />
