She further <br /> advised the Kannapolis Middle School project has a $1, 026,325.00 balance of <br /> contingency funds set aside in the County's Capital Reserve Fund. <br /> A discussion ensued. During discussion, Ms. Fearrington, Will Crabtree, <br /> Kannapolis City Schools (KCS) , Director of Business Operations and Dr. Chip <br /> Buckwell, KCS, Superintendent, responded to questions from the Board. <br /> KCS - Funding Request for Renovations to Convert Kannapolis Intermediate School <br /> to Carver Elementary School <br /> Will Crabtree, Kannapolis City Schools (KCS) , Director of Business <br /> Operations, requested additional funds for the Kannapolis Intermediate School- <br /> Carver Elementary School renovation project. He stated $850, 000.00 was funded <br /> by the County for this project, but there is a shortfall in the first contract <br /> and additional needs for renovations are being requested. <br /> A discussion ensued. During discussion, Mr. Crabtree, Dr. Chip Buckwell, <br /> KCS, Superintendent, and Pam Dubois, Senior Deputy County Manager, responded to <br /> questions from the Board. <br /> County Manager - Transfer of Cabarrus Business and Technology Center Property <br /> Jonathan Marshall, Deputy County Manager, reported the documents to <br /> transfer property from the County to Rowan-Cabarrus Community College (RCCC) <br /> Business and Technology Center have been completed by the County Attorney and <br /> have been reviewed and approved by RCCC. He advised a lease is in place that <br /> the County Attorney recommends canceling concurrent with the property transfer. <br /> Richard Koch, County Attorney, reiterated Mr. Marshall' s comments, <br /> stating the termination of the lease will make it clear that the lease no longer <br /> exists. <br /> Planning and Development - Community Development Request to Submit Grant <br /> Applications <br /> Kelly Sifford, Planning and Development Director, requested approval to <br /> summit applications for the Weatherization, Heating and Air Repair and <br /> Replacement Program and Duke Helping Homes Fund (if available) grants. She <br /> advised staff does not recommend pursuing funding for the HOME program grant <br /> due to an inability to qualify applicants and limited availability of program <br /> administrators. She stated this would also alleviate the need for the required <br /> county match for this year. She also presented a report of expended funds in <br /> FY16 for these programs. <br /> Jonathan Marshall, Deputy County Manager, provided additional comments on <br /> the Duke Helping Homes Fund program. <br /> A discussion ensued.
