November 6, 2017 (Work Session) <br />Page 3345 <br />within the first year of their diagnosis, while 91 percent of <br />pancreatic cancer patients die within the first five years; and <br />WHEREAS, approximately 1,350 deaths will occur in North Carolina in 2017; and <br />WHEREAS, pancreatic cancer is the seventh most common cause of cancer -related <br />death across the world; and <br />WHEREAS, there were an estimated 367,000 new pancreatic cancer cases diagnosed <br />in 2015; and <br />WHEREAS, the good health and well-being of the residents of Cabarrus County are <br />enhanced as a direct result of increased awareness about the symptoms <br />and risk factors of pancreatic cancer, and research into early <br />detection, causes, and effective treatments; and <br />NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners designates <br />November 16, 2017 as "World Pancreatic Cancer Day" in Cabarrus County. <br />ADOPTED this 6s" day of November 2017. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />Cabarrus County Schools - Request Additional Funding for the New Elementary <br />School in Harrisburg <br />Tim Lowder, Cabarrus County Schools (CCS) Executive Director of Operations <br />presented a request for additional funds for the new elementary school in <br />Harrisburg due to new legislative mandated class size reductions and a utility <br />extension required by the town of Harrisburg. <br />A discussion ensued. During discussion, Mr. Lowder and Kelly Kluttz, <br />Cabarrus County Schools (CCS) Chief Financial Officer, and Jonathan Marshall, <br />Deputy County Manager responded to questions from the Board. <br />County Manager - Kannapolis City Schools Request Fonds to Match Federal Grant <br />Will Crabtree, Kannapolis City Schools (KCS) Director of Operations <br />reported that KCS has been awarded a federal grant for McKnight Child <br />Development Center, which requires matching funds. He stated that the grant in <br />the amount of $255,000 would require matching funds of $85,000 and would be <br />used to upgrade the HVAC system and provide needed restroom facilities. <br />A brief discussion ensued. <br />Active Living and Parks - Approval of FY18 Matching Incentive Grant Second Round <br />Requests <br />Londa Strong, Active Living and Parks Director reported $52,657 remains <br />for the second phase of the Matching Incentive Grant Program that provides seed <br />money for civic, community and school groups to construct and to improve or <br />acquire recreational and park facilities in Cabarrus County. She stated the <br />Active Living and Parks Commission has reviewed six matching incentive grant <br />requests totaling $53,558. The Commission unanimously recommends awarding five <br />community projects in full and the sixth request to receive $901 less than <br />requested. <br />A brief discussion ensued. During discussion, Ms. Strong responded to <br />questions from the Board. <br />Board of Commissioners - Resolution Amending the Board of Commissioners' 2017 <br />Meeting Schedule <br />Mike Downs, County Manager advised a resolution is needed to amend the <br />Board of Commissioners' 2017 Meeting Schedule in order to add the Cabarrus <br />Summit 4th Quarterly Meeting to the calendar for December 13, 2017. <br />County Manager - Amendment to the Cabarrus County Code of Ordinances <br />Jonathan Marshall, Deputy County Manager requested the removal of Chapter <br />20 "Cable Television" from the Cabarrus County Code of Ordinances. He stated <br />that a few years ago legislation was passed that removed the responsibility of <br />approving those franchises from cities and counties, and placing that authority <br />with the state. <br />
