February 19, 2018 (Regular Meeting) Page 3444 <br />Mike Downs, County Manager, recognized Carl Plass, Jr. on his retirement <br />from his position as a Livestock Agent with the North Carolina State Cooperative <br />Extension in Cabarrus County. He also highlighted a number of Mr. Pleas' <br />accomplishments during his tenure with Cabarrus County. <br />Vice Chairman Honeycutt presented Mr. Pleas with a service award in <br />appreciation of his 31 years of service and dedication to the citizens of <br />Cabarrus County. <br />Mr. Pless graciously accepted the award and expressed appreciation. <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:45 <br />p.m. He stated each speaker would be limited to three minutes. <br />Martha Dobson, resident of 1600 S Main Street in Mount Pleasant, <br />representing the steering committee for the expansion of the Mount Pleasant <br />Library Branch, spoke regarding the need for expansion in order to serve the <br />citizens in that area. Ms. Dobson further spoke of the efforts, support and <br />fund raisers that have taken place toward the expansion. <br />James Broadbent, resident of 106 Crestview Drive in Concord, spoke <br />regarding fox and coyote trapping in Cabarrus County. Kevin Myers and Terry <br />Marsh, both with the North Carolina Trappers Association were also in <br />attendance. <br />Cason Nalbone, Cabarrus County Youth Commission member, extended an <br />invitation to the public and Board of Commissioners to the Eastern North <br />Carolina Smithsonian Traveling Exhibit "The Way we Worked" currently on exhibit <br />in Mount Pleasant through March 13r". <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F-1) County Manager - North Carolina Dapartment of Transportation Final Bill <br />for Raging Ridge Road Extension <br />The North Carolina Department of Transportation (NCDOT) has billed <br />Cabarrus County for project costs that exceeded the budget on the Raging Ridge <br />Road Extension Project. The <br />unit has been replaced with a new purchase. We request Asset 8276 be declared <br />surplus and awarded to the Concord High School Fire Emergency Medical <br />Technicians (EMT) for educational purposes. This will provide opportunities for <br />the education and development of Cabarrus County students seeking a career in <br />the emergency services. <br />
