April 16, 2018 (Regular Meeting) Page 3509 <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the proclamation. <br />Proclamation No. 2018-07 <br />Soil and Water Stewardship Week <br />2018 <br />P R O C L A M A T I O N <br />Whereas fertile soil and clean water provide us with our daily sustenance, <br />and <br />Whereas effective conservation practices have helped provide us a rich <br />standard of living, and <br />Whereas our security depends upon healthy soil and clean water, and <br />Whereas stewardship calls for each person to help conserve these precious <br />resources, <br />Therefore, I do hereby proclaim <br />April 29 to May 6, 2018 <br />Soil and Water Stewardship Week <br />/s/ Stephen M. Morris Chairman, Board of Commissioners April 16, 2018 <br />Name Title Date <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 7:04 <br />p.m. He stated each speaker would be limited to three minutes. <br />MacKay Burke, resident of 9200 Gold Hill Road in Mount Pleasant, announced <br />a fundraiser to be held at 10:00 a.m. on April 28, 2018 at Mount Pleasant High <br />School, to fund an engineering summer camp in the year 2019 for middle and high <br />school students. <br />Pat Caddell, resident of Midland and a member of the Friends of Midland <br />Library, spoke regarding the use of the Mobile Library and the need for a <br />permanent library in Midland. She also provided a handout of facts to consider <br />to the Board. <br />Margaret Houston, resident of 2218 Cabarrus Farms Road in Midland and a <br />member of the Friends of Midland Library, requested support in the coming year <br />for a library in Midland. <br />Kathryn Koppers, resident of 729 Honeysuckle Lane in Midland, commented <br />on budgetary concerns and requested consideration for funding of current Midland <br />mobile library services. <br />Jennifer Ballance, resident of 1480 Ben Black Road in Midland, commented <br />on her family's use of the Midland mobile library service. She further commented <br />on possible future growth. <br />Martha Dobson, resident of 1600 S Main Street in Mount Pleasant and a <br />Friends of Mount Pleasant Library member, updated the Board on the fund raising <br />efforts for the expansion of the Mount Pleasant Library. She also spoke about <br />the value a library brings and adds to a community. <br />Stephanie Bruner, resident of 4791 Chesney Street NW in Concord, spoke <br />regarding the plan to build a cell tower in the Covington Community. She <br />expressed concern regarding the devaluation of property values and referenced <br />an impact study that has been completed in that regard. Lastly, she commented <br />as to consideration of an alternate location. <br />Lauren Bredolo, resident of 4830 Turnridge Court NW in Concord, expressed <br />concern of the devaluation of property in the Covington subdivision due to the <br />proposed cell tower. She too expressed consideration of an alternate location. <br />Tammy Shaw Dixon, resident of 4831 Turnridge Court in Concord, expressed <br />concerns regarding the impact study done by the City of Concord in regards to <br />the proposed cell tower on Pitts School Road. <br />
