June 18, 2018 (Regular Meeting) Page 3578 <br />Lynn Takla, resident of 656 Abington Drive NE in Concord, spoke regarding <br />Beverly Hills Elementary School, neighborhood schools and economical solutions <br />for school needs. <br />Jim Fulton, resident of 224 Ingleside Drive in Concord, spoke regarding <br />neighborhood schools and repairs versus new schools. <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />Chairman Morris recognized Boy Scout Troop 5 members in attendance, from <br />Cold Springs United Methodist Church, working on their communications badge. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F-1) BOC - Creation of an Early Childhood Advisory Board <br />Commissioner Poole requested the Board consider the establishment of an <br />Early Childhood Advisory Board. A statement was read at the May 24, 2018 Budget <br />Workshop Meeting regarding this request. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board established an Early Childhood Task Force <br />Advisory Board and adopted the attached resolution. <br />Resolution No. 2018-10 <br />A RESOLUTION ESTABLISHING THE <br />CABARRUS COUNTY EARLY CHILDHOOD ADVISORY BOARD <br />WHEREAS, the Board of Commissioners is concerned with the early childhood <br />education of our youth throughout Cabarrus County, and is especially interested <br />in enhancing early intervention efforts; and <br />WHEREAS, the Board of Commissioners intends to establish an Early Childhood <br />Advisory Board to serve as a resource to evaluate existing early intervention <br />efforts, to assess available resources, and identify actions that could be taken <br />to develop an enhanced plan of support for early childhood education; <br />NOW THEREFORE BE IT RESOLVED the Cabarrus County Board of Commissioners hereby <br />establishes the Cabarrus County Early Childhood Advisory Board, providing for <br />a 15 -member board with staggered terms among its initial membership and awaiting <br />approval of its bylaws at a later date. <br />Adopted this 18th day of June, 2018 <br />/s/ Stephen M. The plan has <br />been prepared, reviewed, and approved by the HCCBG Advisory Committee. The <br />Department of Human Services serves as the lead agency for the Home and Community <br />Care Block Grant. The lead agency's primary role is to organize the committee, <br />develop the funding plan for the grant and seek approval from the Board of <br />Commissioners for the funding plan. <br />The Home and Community Care Block Grant serves citizens ages 60 and older <br />and promotes health and well-being services for qualified recipients. The grant <br />is administered by the N.C. Division of Aging and Adult Services (TARS). The <br />grant provides local flexibility in that the advisory committee and the Board <br />of Commissioners can set priorities for services the grant will fund. <br />
