<br />Cabarrus County Parks Commission <br />Minutes <br />February 19, 2009 <br /> <br />The Cabarrus County Parks Commission met on February 19, 2009 at 6:00 p.m. at the <br />th <br />Sheriff’s Annex (Training Room – 6 Floor) located at 30 Corban Avenue, Concord NC. <br /> <br />The meeting was called to order by Chairman Howard Hurlocker and silent roll was <br />taken. Chairman Howard Hurlocker entertained a motion to accept the minutes from <br />th <br />the January 15 meeting. A motion was made by Steve Sciascia to accept the <br />minutes as presented. Jim Guess seconded the motion and the motion carried <br />unanimously. <br /> <br />New Business <br /> <br />1. The first agenda item was a presentation by Bernie Loos and Brian Hopkins of <br />the Sheriff’s Department Gang Intelligence Unit. The presentation was on Gang <br />Awareness in Cabarrus County. The Parks Staff, Commission Board Members <br />and Park Rangers were present for this informative presentation. <br /> <br />Information was given on examples of gang alliances/gang nations – People <br />Nation that includes gang sets Bloods (West Coast), Latin Kings, Vice Lords, <br />Bishops and Gaylords. The Folk Nation that includes gang sets Crips, Black <br />Gangster Disciples, Latin Disciples, Satan Disciples, La Raza and the Latin <br />Eagles. The Extremists gangs includes; Aryan Nations, KKK, National Alliance, <br />th <br />MS-13, 18 Street, and Outlaw Motorcycle Gangs. 170 gang members have <br />been identified in Cabarrus County. Brief details were given on how to identify <br />tagging on locations in the area and why kids join gangs. Levels of gang <br />involvement includes: Level 1 – Fantasy, Level II – At – Risk, Level III – Wanna- <br />Be/Associate, Level IV – Gang Member and Level V – Hard-Core Gang Member. <br /> <br />After the presentation the Parks Staff, Commission Board Members and Park <br />Rangers were given information on the identification of bandannas, necklaces, <br />Rosaries, symbol markings, etc. The staff was also informed of when to call <br />enforcement; i.e. to take pictures of tagging, when two gangs meet at the park, or <br />when any threatening situation arises. Just as they were informed not to overact <br />and call law enforcement just because a gang member is in the park. <br /> <br />It was a very enlightening presentation and brought awareness and education to <br />staff as well as Commission Members. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
