<br />Cabarrus County Parks Commission <br />Minutes <br />October 15, 2009 <br />The Cabarrus County Parks Commission met on October 15, 2009 at 6:00 p.m. in the <br />Multipurpose Room on the second floor of the Cabarrus County Governmental Center, 65 <br />Church St., Concord, NC. <br />ROLL CALL <br />The meeting was called to order by Chairman Howard Hurlocker and silent roll call was taken. <br />APPROVAL OF MINUTES <br />Chairman Howard Hurlocker entertained a motion to accept the minutes from the August 20, <br />2009 meeting. A motion was made by Steve Sciascia to approve the minutes as presented. <br />Donnie Broome seconded the motion and the motion carried unanimously. <br />(This New Business agenda item was taken out of order for the convenience of our guest Mr. <br />Fred Connell.) <br />NEW BUSINESS <br />1.The first agenda under New Business was the presentation from the Local Chapter of <br /> <br />Academy of Aeronautics with Fred Connell. Mr. Connell presented to the Commission a <br />PowerPoint presentation involving members of the local chapter and their rules and <br />regulations involved in flying model airplanes. He came before the Commission to <br />request the possibility of an airplane strip at Frank Liske Park to fly model airplanes. <br />The Cabarrus County Code of Ordinances prohibits flying model airplanes in the parks. <br />Code of Ordinances <br />Section 50-9. Aviation <br />It shall be unlawful for any person within the confines of the park to voluntarily launch, take off, <br />land , or cause to descent or takeoff any airplane, flying machine, balloon, parachute, or other <br />apparatus of aviation, except by special permit. Voluntarily shall mean any action other than a <br />forced landing. This section shall also apply to radio-controlled airplanes, helicopters, rockets, <br />etc. However, kite flying in open areas is permitted. <br />A motion was made by John Parker to turn this agenda item over to the Property Committee <br />for further study and discussion. Steve Sciasica seconded the motion and the motion carried <br /> <br />
