Morris <br /> Vice Chairman: Diane R. Honeycutt <br /> Commissioners: F. Blake Kiger <br /> Elizabeth F. Poole <br /> Lynn W. Shue <br /> Also present were Mike Downs, County Manager; Richard M. Koch, County <br /> Attorney; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area Manager; <br /> Megan Smit, Clerk to the Board; and Angela Poplin, Deputy Clerk to the Board. <br /> Call to Order <br /> Chairman Morris called the meeting to order at 4:00 p.m. <br /> Approval of Agenda <br /> Chairman Morris presented the following changes to the Agenda: <br /> Supplemental Information <br /> Discussion Items - No Action <br /> 3-1 County Manager - Concord Self-Guided Historic Walking Tour <br /> • Historic Beacon Map <br /> 3-2 Infrastructure and Asset Management - Courthouse Master Plan <br /> • Email from Judge Hamby <br /> • HB 717 Proposed District Court Districts Map <br /> • HB 717 Proposed Prosecutorial Districts Map <br /> • HB 717 Proposed Superior Court Districts Map <br /> Updated <br /> Closed Session <br /> 6-1 Closed Session - Pending Litigation, Economic Development and Personnel <br /> UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br /> unanimously carried, the Board approved the Agenda as amended. <br /> Discussion Items - No Action <br /> County Manager - Concord Self-Guided Historic Walking Tour <br /> On behalf of Diane Young, Concord Downtown Development Corporation (CDDC) , <br /> Executive Director, Jonathan Marshall, Deputy County Manager, reported the CDDC <br /> has implemented a self-guided historic walking tour tied into an application <br /> that can be downloaded onto personal mobile devices. He stated four County <br /> owned properties are included in the tour: the Concord Library, Historic <br /> Courthouse, County Courthouse, and Rotary Square. <br /> Kyle Bilafer, Area Manager, presented the Board with the beacon that will <br /> be installed at Rotary Square along with a display of the app showing the <br /> history of that location on his mobile device. <br /> Mr. Marshall addressed where the beacons will be installed. He advised <br /> Board approval is not necessarily required, however, he requested the Boards' <br /> feedback and consensus for the County to allow the beacons to be installed on <br /> the County' s buildings. <br /> A brief discussion ensued. <br /> Infrastructure and Asset Management - Courthouse Master Plan Update <br /> Kyle Bilafer, Area Manager, reported we are at the point of concluding <br /> the actual update to the Courthouse Master Plan and the space needs. He advised <br /> the contract is about to run out. Therefore, in order to move forward with the <br /> project, we need to put out an RFQ (Requests for Qualifications) submission for <br /> an architect for the full design. <br /> The Honorable William G. Hamby, Jr. , Chief District Court Judge, advised <br /> since the inception of the plan, Cabarrus County has added a District Court <br /> Judge, requiring creative planning to accommodate court needs. He further <br /> advised current legislation, could affect the District Court system thus <br /> impacting space needs. Finally, additional legislation, if passed, could add <br />
