December 4, 2017 (Work Session) Page 3368 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, December 4, 2017 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area Manager <br />of Operations; and Terri Lea Hugie, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Discussion Items for Action at the December 18, 2017 Meeting <br />4-14 Planning and Development - Soil and Water Conservation District Board <br />Contract for Farmland Preservation Grant <br />4-15 Cardinal Innovations Healthcare Solutions - Appointment of Board Member <br />Revised: <br />Discussion Items for Action <br />4-12 Finance - Limited Obligation Bonds 2017 (Update on Debt Issuance) <br />Supplemental Information: <br />Discussion Items - No Action <br />Salvation Army - Center of Hope Homeless Shelter <br />• PowerPoint Presentation <br />Discussion Items for Action <br />Finance - Limited Obligation Bonds 2017 (update on Debt Issuance) <br />• Parking Deck Engineering Contract <br />UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Salvation Armv - Center of Hone Homeless Shelter <br />William Mills, Salvation Army Advisory Board, Chairman presented a brief <br />history of the Salvation Army Emergency Shelter Program and introduced the new <br />homeless shelter project. <br />Ken Griffin, Griffin Architecture provided a PowerPoint presentation <br />regarding plans for the Center of Hope Homeless Shelter. The presentation <br />included the following topics: <br />• Current buildings and use of the buildings <br />• Schematics of the proposed facility <br />• Proposed plans for the new shelter on real property located across <br />the street from the current facilities. The new facility would <br />include: <br />• Accommodations for men <br />• Accommodations for women <br />• Kitchen <br />• Family accommodations <br />• Playground/play room <br />• Parking areas <br />Major Johnny Poole, Salvation Army commented on the need for the new <br />shelter and the usefulness of the design. <br />A lengthy discussion ensued. During discussion, Major Poole and Major <br />Rebekah Poole, Salvation Army responded to questions from the Board. <br />
