December 13, 2017 (Cabarrus Summit) Page 3378 <br />The Board of Commissioners for the County of Cabarrus met for the 4th <br />Quarter Cabarrus Summit 2017, at the Cabarrus Arena and Events Center in <br />Concord, North Carolina on Wednesday, December 13, 2017, at 6:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Absent - Commissioners: Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; Terri Lea Bugle, Clerk <br />to the Board; Angela Poplin, Deputy Clerk to the Board; Kasia Thompson, <br />Communications and Outreach Manager; Susan Fearrington, Finance Director; and <br />Michael Miller, Infrastructure and Asset Management Director. <br />The following municipal representatives were also present: <br />City of Concord: Scott Padgett, Mayor; Brian Hiatt, City Manager; Merl <br />Hamilton, Deputy City Manager; Lloyd Payne, Assistant City Manager; and Council <br />Members Lamar Barrier, Terry Crawford, Brian King, and JC McKenzie. <br />City of Kannapolis: Darrell Hinnant, Mayor, and Council Members Diane <br />Berry, Roger Haas, Darrell Jackson and Van Rowell. <br />Town of Harrisburg: Steve Sciascia, Mayor; Haynes Brigman, Town Manager; <br />Benita Conrad, Outgoing Mayor Pro -Tem; John Booth, Incoming Mayor Pro -Tem, and <br />Council Members Chad Baucom, Christopher Barfield, Jeff Phillips, Troy Solberg, <br />and Diamond Staton-Williams. <br />Town of Locust: Cesar Correa, Town Administrator. <br />Town of Midland: John Crump, Mayor; Doug Paris, Town Manager; Darren <br />Hartsell, Mayor Pro -Tem, and Council Members Mike Tallent and Rich Wise. <br />Town of Mount Pleasant: Del Eudy, Mayor; Randy Holloway, Town <br />Administrator; Crystal Smith, Assistant Town Administrator; and Council Member <br />Warren Chapman. <br />Also present: Senator Paul Newton. <br />Chairman Morris called the meeting to order at 6:09 p.m. <br />Introductions and Vodatea on Current Events and Impacts <br />Chairman Morris welcomed municipal elected officials, city managers and <br />other guests. Representatives from the cities and the towns recognized incoming <br />and outgoing elected officials and provided an update on current, and ongoing <br />projects in their jurisdictions. County Manager Mike Downs presented an update <br />on Cabarrus County projects and recognized staff in attendance. <br />In addition, Concord City Councilman Brian King commented briefly on the <br />opioid epidemic in Cabarrus County. He encouraged officials to include opioid <br />education in their budgets. <br />Chairman Morris then presented a brief overview detailing the history of <br />the Cabarrus County summits which the Board initiated in early 2015. <br />Dinner Break <br />The Board took a dinner break at 6:50 p.m. <br />During the dinner break, Concord Councilman Lamar Barrier was presented <br />with an award in appreciation for his service. He then left the meeting. <br />The meeting resumed at 7:19 p.m. <br />Legislative Update <br />Senator Paul Newton provided a brief legislative update of key <br />accomplishments of the 2017 North Carolina General Assembly Long Session. Among <br />the topics, he addressed the Uniform Authority for System Development Fees; <br />competitive energy solutions for North Carolina; North Carolina Research Campus <br />Funding; increased funding for public education; increases for teacher and <br />
