March 12, 2018 (Work Session) Page 3461 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, March 12, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area <br />Manager of Operations; and Terri Lea Hugie, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:04 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Revised: <br />Discussion Items for Action at March 19, 2018 Meeting <br />4-15 Finance - Workers' Compensation Fund Budget Amendment <br />• Revised Budget Amendment <br />Supplemental Information: <br />Discussion Items - No Action <br />3-1 Infrastructure and Asset Management - Courthouse Recording Devices Ban <br />• Memo <br />Discussion Items for Action at March 19, 2018 Meeting <br />4-4 Infrastructure and Asset Management - Eagle Scout Project Proposal <br />• Eagle Scout Project Proposal <br />4-8 County Manager - Mount Pleasant Middle School Sale Offer Review <br />• Agreement for Purchase and Sale of Real Property <br />Removed: <br />4-9 County Manager - Reduce Charter School Funding Based on Second Month Count <br />UPON MOTION of Chairman Morris, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Infrastructure and Asset Management - Courthouse Recording Devices Ban <br />Kyle Bilafer, Area Manager of Operations, introduced the presentation of <br />an administrative order to prohibit cell phones, computers, electronic tables, <br />cameras and other electronic devices capable of recording or transmitting sound <br />or images in the Cabarrus County Courthouse. <br />Martin B. McGee, Resident Superior Court Judge, presented a request to <br />ban cell phones and other electronic devices in an effort to provide unanimity <br />and safety for witnesses, officers and other persons involved in a court matter. <br />He further stated the devices also caused distractions in the courtroom. <br />A lengthy discussion ensued. During discussion, Mr. Bilafer, Judge McGee, <br />Judge William G. Hamby, Jr., Chief District Court Judge and Brad Riley, Cabarrus <br />County Sheriff, responded to a variety of questions from the Board. Captain <br />Mark Nesbitt, Cabarrus County Sheriff's Office, was also in attendance. <br />Infrastructure and Asset Management - Parking Deck Update <br />Kyle Bilafer, Area Manager of Operations, provided a progress update on <br />the Parking Deck project currently in construction. He also responded to <br />questions from the Board. <br />Discussion Items for Action at February 19, 2018 Meeting <br />Finance - Kannapolis Middle School's Edison Foard Construction Change Order #7 <br />Susan Fearrington, Finance Director, reported Kannapolis City Schools has <br />requested funding for change order #7 in the amount of $424,466 in connection <br />
