June 4, 2018 (Work Session) Page 3570 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, June 4, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Absent - Commissioner: Lynn W. Shue <br />Also present were Mike Downs, County Manager; Catherine Barr, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Angela Poplin, <br />Interim Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Closed Session <br />6-1 Closed Session - Pending Litigation and Economic Development <br />UPON NOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Planninc and Develooment - Recognition of Duke Enerav for Helping Homes Fund <br />and Rebate Programs <br />Kelly Sifford, Planning and Development Director, introduced Duke Energy <br />representatives Casey Fields and Randy Welch, who presented an overview of the <br />Helping Homes Fund and Weatherization programs. <br />Ms. Sifford reported over the past years, Cabarrus County has collected <br />and expended $149,868, which assisted 59 households. Projects included HVAC <br />replacements and repairs, appliance replacements, plumbing repairs, random home <br />repairs, knob and tube replacement, ramps and grab bars, vapor barriers and <br />Ashrae fans. She thanked Duke Energy for their assistance. <br />A discussion ensued <br />Discussion Items for Action at June 18, 2018 Meeting <br />County Manager - Request for Funds to Begin the Replacement of R. Brown <br />McAllister <br />Kelly Kluttz, Cabarrus County Schools (CCS), Finance Director, requested <br />funds in the amount of $1,510,000 to begin the replacement of R. Brown <br />McAllister. <br />Tim Lowder, Cabarrus County Schools (CCS), Director of Facilities and <br />Construction, provided a breakdown for the allocation of funds requested. <br />A lengthy discussion ensued. During discussion, Mr. Lowder, Ms. Kluttz, <br />Susan Fearrington, Finance Director, and Mike Downs, County Manager, responded <br />to questions from the Board. Items addressed included: funds needed for the <br />project; property taxes; sales tax; the five-year plan; etc. <br />Finance - Kannapolis City School Paving Ragusat <br />Susan Fearrington, Finance Director, presented a request from Kannapolis <br />City Schools to use $500,000 from $1,005,086 in unused contingency from the <br />completed Mount Pleasant Middle School Project to help fund one half of the <br />paving request at A. L. Brown High School, and the remaining $505,086 for a <br />future Cabarrus County school project need. <br />A discussion ensued. During discussion, Ms. Fearrington and Mike Downs, <br />County Manager, responded to questions from the Board <br />
