July 2, 2018 (Work Session) Page 3620 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, July 2, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Catherine Barr, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Angela Poplin, <br />Interim Clerk to the Board. <br />Commissioner Poole left the meeting at 6:02 p.m. and was absent for the <br />remainder of the meeting. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Discussion Items - No Action <br />3.5 BOC - NCACC Video Update <br />Supplemental Information: . <br />Discussion Items - No Action <br />3.2 Communications and Outreach - Presentation of 2018 Community Survey Results <br />• PowerPoint Presentation <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />- 2017 FYTD <br />Reid Thornburg, Cardinal Innovations Healthcare, Senior Community <br />Executive, presented a PowerPoint presentation regarding the 2017 FYTD Dashboard <br />Report for the period July through December, 2017. Mr. Thornburg advised the <br />third quarter report will be available and forwarded in the next week. <br />A discussion ensued. During discussion, Mr. Thornburg responded to a <br />variety of questions from the Board. <br />Communications and Outreach - Presentation of 2018 Community Survev Results <br />Kasia Thompson, Communication and Outreach Manager, announced the past 10 <br />years Cabarrus County has used ETC Institute for the community surveys. She <br />stated we have had a great track record with them for performance and evaluation. <br />Jason Morado, ETC Institute, Senior Project Manager, presented a <br />PowerPoint presentation in connection with the results of the 2018 Cabarrus <br />County Survey. Topics included: <br />• Purpose <br />o Resident satisfaction with the delivery of County services <br />o Gather input from residents to help set priorities for the <br />County <br />o Measure trends from previous surveys <br />o Compare the County's performance with other communities <br />nationally <br />• Methodology <br />o Survey Description <br />o Method of Administration <br />o Sample Size <br />o Confidence level <br />o Margin of error <br />
