October 1, 2018 (Work Session) Page 3704 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, October 1, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Richard Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area Manager <br />of Operations; and Lauren Linker, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:02 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />6.1 Closed Session - Pending Litigation and Economic Development <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Cabarrus Arena and Events Center - Presentation of Annual Report <br />Kenny Robinson, Service Management Group Corporation (SMG), Cabarrus <br />Arena and Events Center General Manager, presented a PowerPoint presentation <br />and the Cabarrus Arena and Events Center Annual Report for Fiscal Year 2018. <br />Topics included were as follows: <br />Objectives of SMG <br />o 10 -Year Trend - Revenue and Net Income <br />0 10 -Year Trend Event Days <br />o Event Statistics by Event Type <br />o Sales Calls and Outcome <br />o Guest Survey Results <br />o Event Promoter Survey Results <br />Community Outreach <br />Sales and Marketing <br />Event Management and Facility Operations <br />Looking Forward to 2019 <br />A discussion ensued. During discussion, Mr. Robinson responded to a <br />variety of questions from the Board. <br />Infrastructure and Asset Management - Parking Deck Update <br />Kyle Bilafer, Area Manager of Operations, provided an update on the status <br />of the parking deck. He reported: preparations are being made to begin pouring <br />the elevator shafts; the stairwells are finished and tread installed per OSHA <br />and safety regulations; the intersection of Spring Street and Corbin Avenue is <br />open; work is beginning with the City of Concord on the specifications for the <br />crosswalks; and dates have been set to close Market Street for disassembly and <br />removal of the crane. <br />Cardinal Innovations Healthcare Solution - July 2017 - March 2918 FYTD Dashboard <br />Report for Mental Health, Intellectual/Developmental Disabilities and Substance <br />Abuse Services <br />Reid Thornburg, Cardinal Innovations Healthcare Solutions, Senior <br />Community Executive, presented a PowerPoint presentation on the Cardinal <br />Innovations Healthcare Solutions Dashboard Report for the period July 2017 <br />through March 2018 for Mental Health, Intellectual/Developmental Disabilities <br />and Substance Abuse Services. The report included the following information: <br />• Cabarrus Funding <br />• Number of Members Served by Age and Diagnosis <br />• Members Served and Expenses by Service Category <br />
