3. appoint a finance officer to keep the accounts in accordance <br /> with generally accepted accounting principles and the rules <br /> and regulations of the Local Government Co, lesion, to disburse <br /> all funds in compliance with the budget ordinance, to receive <br /> and deposit cash daily into a board approved depository, and to <br /> invest idle funds ss allowed in GS 159-30 (attached); and, <br /> <br /> 4. have an annual independent audit of its accounts conducted as <br /> soon as possible after the close of each fiscal year in <br /> accordance with GS 159-34 (attached). <br /> <br />Knowing that some single-county Districts are fully or partially a part <br />of the budgeting and accounting systems of the county, we believe and <br />the Attorney General's staff.agreed that if all of a single-county <br />District's funds are fully a part of the county's budgeting sad <br />accountisg system and this system complies in all respects with the <br />Local Government Budget and Fiscal Control act in regard to all <br />financial affairs of the District, then the reqUirements of the Act are <br />satisfied. In this situation the District would operate much as a <br />department of the county and would be included aa a special revenue fund <br />of the county in the county's audit report. <br /> <br />Staff members from both the Division of Soil & Water Conservation and <br />the Department of State Treasurer will be available to provide <br />assistance to Soil & Water Conservation Districts in your efforts to <br />comply with the Local Government Budget and Fiscal Control Act.
