February 7, 1989

Mr. Mike Ruffin~ County Manager
County of Cabarrue
P.O. Box 707
Concord~ N.C. 28025

Subject: Acceptance of Wastewater
Sewerline Extensions

Dear Mr. Ruffin:

The City of Concord is receiving requests for letters to be sent to the
Division of Environmental Management stating that the City will accept and
treat the wastewater from various sewer line construction proJeets. These
requests not only come from the County~ but also from the City of Kannapolis
and the Towns of Harrisburg and Mt. Pleasant. The County has four (4)
million gallons per day of reserve treatment capacity ia the Reeky River
Regional Waatewater Treatment Plant which includes the wastewater flows
from the other jurisdictions named. A formal method of allocating capacity
and granting approval of these requests should be developed to insure that
the County concurs with the additional commitment of treatment capacity.

We request, until a formal plan is developed~ that the county receive
for evaluation, concur i~ writlng~ and forward to the City of Concord the
requests for such letters from those Jurisdictions using the county's
reserve capacity. This procedure should insure that you are aware of all
requests and that no additional wastewater will be accepted for treatment
using the county's alloeatlon without county approval. All requests
received directly by the City will be forwarded to you and the appropriate
notice provided to the applicant.

If we may~ be of assistanee~ please do not hesitate to contact me.
Sineerely~

./ Leonard B.
