POLICY, GUIDELINES AND GOALS FOR <br /> PARTICIPATION OF MINORITY BUSINESSES IN BUILDING CONTRACTS <br /> <br /> I. General Statement of Policy <br /> <br /> A. It is the policy of the Cabarrus County Board of <br /> Commissioners ("the Board") to provide minority persons equal <br /> opportunity to participate in all aspects of county contracts for <br /> the construction, renovation or repair of school facilities. <br /> <br /> B. It is further the policy of the Board to prohibit <br /> discrimination against any person or business enterprise on the <br /> basis of race, color, ethnic origin, sex, or religion and to <br /> conduct its building contract programs so as to prevent such <br /> discrimination. <br /> <br /> II. Definitions <br /> <br /> The following definitions, conforming to N.C.G.S. 143-128(c) <br /> apply to this policy: <br /> <br /> A. The term 'minority business' means a business: <br /> <br /> 1. In which at least fifty-one percent {51%) Ks owned by <br /> one or more minority persons, or in the case of a <br /> corporation, in which at least fifty-one percent (51%) <br /> of the stock is owned by one or more minority persons; <br /> and <br /> <br /> Of which the management and daily business operations <br /> are controlled by one or more of the minority persons <br /> who own it. <br /> <br /> B. The term 'minority person' means a person who is a <br />citizen or lawful permanent resident of the United States and <br />who is: <br /> <br /> 1. Black, that is, a person having or~gins in any of the <br /> black racial groups in Africa; <br /> <br /> 2. Hispanic, that is, a person of ~panish or Portuguese <br /> culture with origins in Mexico, South or Central <br /> America, or the Caribbean Islands,_regardless of race; <br /> <br /> 3. Asian American, that is, a person having origins in any <br /> of the original peoples of the Far,East, Southeast Asia <br /> and Asia, the Indian subcon'tinent,.the Pacific Islands; <br /> <br /> <br />
