90-250 <br /> <br />December 3, 1990 <br /> <br />tlESOI/3TION .RtDC23ESTtNG CCANSTI~3TIONAL A~qDMENTS TO <br />PROHIBIT FY]DERAI=LY MAbIDATED I~J~L PRCXiRAMS <br /> <br />Congress has increased local taxes by. mandating progrmns <br />vrithout providing funding for such n~undated program~, and thus <br />has avoided political resl~onsJJ~ility for said tax increases; <br />and, <br /> <br />WI{ERF~AS, state and local governments have bccn required to respond to <br /> federal funding ~ts by either increasing taxes or reducing <br /> services to citizens; and, <br /> <br />W~i~EAS, mandated programs nc~ account for approximately 50 plus percent <br /> of lc~.a 1 tax expenditures; and, <br /> <br />~-HEREAS, funding of mandated programs through local tax dollars limits <br /> the ability of the County to provide needed services, <br /> infrastructure and capital n~-~cds; and, <br /> <br />Wh~aEAS, the C~ston County Board of Cu,,,~ssionersbeli~s that it is in <br /> the t~st interests of the citizens of C~ston County to prohibit <br /> legislation which mandates local services without providing <br /> adequate funding for said services. <br /> <br />%/4EPJEFORE, BE IT RESOLVED by the C~ston County Boa rd of <br /> Co~missioners that the Bc~rd requests of the bbrth C~rolina <br /> General Assembly and the United States Congress that <br /> Constitutional Conventions be com,ened specifically for <br /> pu .iixose of considering constitutional amenc%nents to prohibit <br /> federal legislation that rm~ndates lc~ral fl%haling of pre,/rams or <br /> services without providinq funding for said prograr~ and <br /> services. <br /> <br /> <br />
