855 <br /> <br /> become th.e duty Of"said Board of Commissioners, acting as an <br /> administrative agent of the State in providing a State system of <br /> public schools, to order the issuance of bonds of the County <br /> of Cabarrus so that the school facilities mentioned in said reso- <br /> lution and in paragraph 1 of this order may be provided in order <br /> to maintain the six months' school term in the County of Cabarrus <br /> as required by Section 3 of Article IX of the Constitution; now, <br /> <br /> 'therefore,; / <br /> <br /> BE IT ORDERED AND RESOLVED by the Board of Commissioners for <br /> <br /> the County of Cabarrus: <br /> <br /> 1. That, pursuant to The County Finance Act, as amended, <br /> <br /> and in order to maintain the six months' school term in the County <br /> of Cabarrus as required by Section 3 of Article IX of the Constitu- <br /> tion, the County of Cabarrus, North Carolina, is hereby authorized <br /> to contract a debt, in addition to any and all other deb~which <br /> said County may now or hereafter have power or authority to contract, <br /> and in evidence thereof to issue School Building Bonds in an aggregate <br /> principal amount not exceeding $220,000 for the purpose of providing <br /> funds, with any other available funds, for erecting additional <br /> school buildings and other school plant facilities, remodeling, <br /> enlarging and reconstructing existing school buildings and other <br /> school plant'facilities, and acquiring necessary land and equipment <br /> therefOr, in order to provide additional school facilities in the <br /> County of Cabarrus. <br /> <br /> 2. That a tax sufficient to pay the principal of and the <br /> <br /> interest on said bonds when due shall be annua~,ly levied and <br /> <br /> collected. <br /> <br /> 3. That a statement' of the County debt has been filed with <br /> <br /> the Clerk and is open to public inspection. <br /> <br /> 4. That the purpose for which said bonds are authorized as <br /> <br /> hereinabove set forth and for which the proceeds of the bonds will <br /> be expended is hereby found and declared to be a necessary expense <br /> of the County of Cabarrus within the meaning of Section 6 of Article <br /> Vll of the Constitution of North Carolina. <br /> <br /> 5. That this order shall take effect thirty (30) days after <br /> <br /> its first publication after final passage unless in the meantime a <br /> petition for its submission to the voters is filed under said Act, <br /> and that in such event it shall take effect when approved by the <br /> voters of the County at an election as provided in said Act. <br /> <br /> <br />
