Glenn Hawfield, Jr. <br /> Chairman, Cabarrus County Board of Commissioners <br /> Concord, North Carolina' <br /> <br /> RE: NEW COURTHOUSE FOR CABARRUS COUNTY <br /> <br /> Dear Mr. Hawfield: <br /> <br /> In reference to the March 16, 1971, report and recommendation of the <br /> Grand Jury of Cabarrus County for the immediate construction of a new <br /> courthouse for your County, and your very fine report to me as to the plans <br /> of your Board of Commissioners for the forthcoming bond election in your <br /> County to carry out the recommendation of your Grand Jury and this much <br /> needed and overdue improvement for your County, I wish to commend your <br /> Board on its initiative in providing your citizens with this opportunity to <br /> construct this facility in the fairest and most desirable method under your <br /> circumstances. <br /> <br /> It is my hope that your good citizens will realize that it is not a question of <br /> "if and when" but a question of "now and how". In a facility as antiquated as <br /> your existing courthouse, it is extremely difficult for the orderly administration <br /> of justice to take place. It would almost be understandable to see how people <br /> can loose respect for law and order and the administration of justice when it <br /> must be carried out in facilities such as those you have at the present time. <br /> Frankly, if I were a resident of your County, I would have some difficulty <br /> sleeping at night knowing that the deed records to my property; the accounts <br /> of minors, incompetents and deceased persons; the judgments of the Courts; <br /> the vital statics of birth, death, and marriage records; and all of the other <br /> <br /> <br />
