in accordance with the U. S. Equal Employment Opportunity Commission's
<br /> Guidelines on Discrimination Because of Sex, "disabilities caused or contributed
<br /> to by pregnancy, miscarriage, abortion, child-birth, and recovery therefrom" are
<br /> temporary disabilities and should be treated as such for all job related
<br /> purposes. Leave policies shall be applied to disabilities caused by pregnancy
<br /> on the same terms and conditions as they are applied to other temporary
<br /> disabilities.
<br />
<br /> A pregnant employee is entitled to use all paid leave which she has
<br /> accumulated (sick, annual or a combination of both types) for maternity reasons.
<br /> If additional leave is desired, it may be granted without pay. The point at
<br /> which maternity leave should begin and the proper time for the employee to
<br /> return to work after delivery are a matter for the employee and her physician
<br /> to determine.
<br />
<br /> At a reasonable time prior to her absence for maternity reasons, the
<br /> employee should indicate to her supervisor and/or the CETA Administrator whether
<br /> or not she intends to resume her employment with the organization.
<br />
<br /> Section 9. Goals and Timetables
<br />
<br /> Immediate action should be taken to assure that salaries and benefits are
<br /> the same for all employees who perform substantially similar work. In addition,
<br /> neither age, sex, race, religion, national origin, or physical handicap shall
<br /> be a factor in placing employees in jobs with different pay levels or opportu-
<br /> nities for advancement.
<br />
<br /> Long range goals should also be established to eliminate employment
<br /> discrimination. Annual targets should be set, based upon anticipated turnover,
<br /> expansion or contraction and availability of qualified persons. Similar
<br /> considerations shall be aimed at increasing the number of employees in the
<br /> groups identified as under-represented in each major job description.
<br />
<br /> UPON MOTION of Commissioner Milloway, seconded bY Chairman Hawfield and
<br /> carried, the following resolution was adopted:
<br />
<br /> WHEREAS, transportation services and facilities are vital to the social,
<br /> environmental and economic well-being of all people and their institutions; and
<br /> WHEREAS, highways~are an essential element of the transportation network
<br /> which serves the needs of all people; and
<br /> WHEREAS, North Carolina's 75,000 miles of state-maintained roadway have
<br /> some pressing needs for construction, improvements and relocation of roads,
<br /> bridges and other highway facilities; and
<br /> WHEREAS, highway construction costs are increasing while anticipated gas
<br /> tax revenues, which support highway trust funds, have leveled off,
<br /> NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of
<br />* Cabarrus County joins Governor James B. Hunt, Jr. and the North Carolina
<br /> Department of Transportation in endorsing the "STATE HIGHWAY BOND ACT OF 1977",
<br /> which provides for the issuance of $300,000,000 in highway bonds to be used
<br /> for the improvement of North Carolina's highway system.
<br /> AND, BE IT FURTHER RESOLVED, that the Cabarrus County Board of Commissioners,
<br /> realizing that additional taxes aren't the answer to our highway problems at
<br /> this time, do hereby urge the citizens of Cabarrus County to vote for the
<br /> issuance of the $300,000,000 State of North Carolina Highway Bonds.
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner McClary and
<br /> unanimously carried, the following resolution endorsing the Clean Water Bond
<br /> Act of 1977 was adopted:
<br /> WHEREAS, on November 8, 1977, the citizens of this community, as well as
<br /> all North Carolinians, will have the opportunity to approve the issuance of
<br /> $230 million in State bonds to provide grants to assist local governments in
<br /> constructing and improving water pollution control and water supply systems to
<br /> provide adequate, clean water for the citizens of this State; and
<br /> WHEREAS, the Cabarrus County Commissioners will be eligible for State
<br /> grants up to 25% of the cost of water and sewer projects, in addition to Federal
<br /> grants, if the voters approve these bonds; and
<br /> WHEREAS, these State grants from the bond funds will reduce by one half our
<br /> local share of the cost of constructing and improving the county water and
<br /> sanitary sewer systems, without requiring an increase in State or local taxes; and
<br /> WHEREAS, this county and its citizens can make a tangible contribution to
<br /> the cause of clean water and a better environment in North Carolina if they
<br /> approve the Clean Water bonds on November 8th;
<br /> NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of Commissioners
<br /> this, the 6th day of October, 1977, that the Commissioners do hereby
<br /> enthusiastically endorse and support the $230 million Clean Water Bond Issue
<br /> and urges all citizens to vote FOR the Clean Water Bonds on November 8, 1977.
