310 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unani- <br />mously carried, the Board adopted the following resolution: <br /> Whereas, after petition, approval and advertisement as required by Section <br />69-25.11 (1) of the General Statutes of North Carolina a hearing was held at 10:00 <br />A.M., on Monday, May 14, 1979, by the Board of Commissioners of Cabarrus County, <br />at which no one appeared, on the question of annexing the area described in the <br />petition and notice of hearing to the Flowe's Store Fire Protection District: <br /> Now, therefore, the area of Flowe's Store Fire Protection District is increased <br />by adding the following described territory: <br /> BEGINNING at a point (1) on N.C. 27 at the Cabarrus-Mecklenburg <br /> County Line; thence northwesterly along the Cabarrus-Mecklenburg <br /> County Line to a point (2) on Lower Rocky River Road (1136); thence <br /> to a point (3) on Lower Rocky River Road at its intersection with <br /> Hickory Ridge Road (1138); thence northeasterly to a point (4) on <br /> Lower Rocky River's'Road (1136) at the Reedy Creek Bridge; thence in <br /> a southerly direction to a point (5) on Lower Rocky River Road (1136), <br /> 0.6 mile south of its intersection with Pioneer Mill Road (1134); <br /> thence in a southeasterly direction to a point (6) on Morrison Road <br /> (1135), 0.4 mile west of its intersection with Pioneer Mill Road <br /> (1134); thence southeasterly to a point (7) on Pioneer Mill Road <br /> <br /> · (1134), 0.4 mile south of its intersection with Morrison Road; thence <br /> in a southeasterly direction to a point (8) on N.C. 27, 0.5 mile <br /> west of its intersection with Flowe's Store Road (1132); thence south- <br /> easterly to a point on Flowe's Store Road (1132) 0.5 mile south of its <br /> intersection with N.C. 27; thence southwesterly along Flowe's Store <br /> Road (1132) to a point (9) at the Cabarrus-Mecklenburg County Line; <br /> thence northeasterly along the Cabarrus-Mecklenburg County Line to the <br /> point of BEGINNING. <br /> Mr. McGinnis reported on a petition that had been received from Mr. Richard <br />Wade and other residents of Ohio Road in Kannapolis asking that this road be <br />abandoned. Mr. McGinnis and County Attorney Mr. John Boger advised the Board <br />that this road had never been added to the State system; and therefore, legal <br />work would ensue before it could be abandoned. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Allen and <br />unanimously carried, the Board moved that in the matter of Richard Wade that this <br />was a private matter and that the people involved in the matter take the proper <br />action. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Allen and <br /> unanimously carried, the Board requested that the County Manager write a letter <br /> to all existing shopping center owners informing them that the Commissioners <br /> have received requests that handicapped facilities be installed in shopping <br /> centers. <br /> Chairman Cook asked the Director of Planning to examine ordinances regarding <br /> handicapped facilities in shopping centers. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br /> unanimously carried, the Board requested that the County Manager write a letter <br /> to Mr. W.O. Richards, Director of Emergency Services, stating the Commissioners' <br /> pleasure with the results of the natural disaster drill that was conducted on <br /> May 12, 1979. <br /> Mr. Fred Goodman, who is considering the purchase of approximately 27 acres <br /> of land adjacent to the new Sanitary Landfill site, was present to request the <br /> Board's permission to use the road through the Landfill to get to this property. <br /> After some discussion, the Board determined to take no action on this request. <br /> Chairman Cook reported that contacts with the members of the Airport <br /> Authority confirmed that they would be willing to cOntinue serving on this Board <br /> and t~ying to look at the 18 sites for the proposed airport to determine the best <br /> location. Chairman Cook further stated that the Airport Authority indicated a <br /> desire for the commissioners to become more involved in the selection process. <br /> Mr. McGinnis reported that the North Carolina Aeronautics Commission needed <br /> to know if the County would be using the $100,000.00 which had been appropriated <br /> by the State for Cabarrus County to use for the purchase of land for an airport <br /> in this County. Mr. McGinnis stated that this $100,000.00 had been budgeted for <br /> use in the 1978-79 fiscal year and the Aeronautics Commission needed to know if <br /> Cabarrus County would be using-this money June 30, 1979. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and unani- <br /> mously carried, the Board moved to notify the Aeronautics Commission that there <br /> was no way the money could be used before June 30, 1979, but that the search for <br /> land was still in progress and might be attainable next year. <br /> Mr. McGinnis reported that Mr. Frank Lewis of the North Carolina Association <br /> of County Commissioners would like to know the Commissioners' position on HB 1269 <br /> which would exempt personal property tax on poultry and live stock. The members <br /> of the Board favored the exemption. <br /> <br /> <br />
