323 <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Allen and unani- <br />mously carried, the Board reappointed Mr. Paul Hileman to another term on the Emer- <br />gency Medical Services Advisory Council. <br /> County Manager Charles McGinnis advised the Commissioners of correspondence <br />which had been received from Mr. David Roberts, Division Engineer of the Department <br />of Transportation, requesting that the Commissioners reallocate between $50,000 and <br />$60,000 from the budget to improve Old Airport Road to provide funds for widening <br />and resurface treatment for Roberta Church Road (S.R. 1310). <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously <br />carried, the Board resolved to concur with the transfer of between $50,000 and $60,000 <br />in moneys previously allocated for highway improvement on Old Airport Road to provide <br />widening and resurface treatment for Roberta Churc~JRoad (S.R. 1310). <br /> Commissioner Lentz requested that the County Manager advise the Department of <br />Transportation of the Board's concern over using this money to make improvements on <br />Roberta Mill Road since those improvements were assured by the office of the Governor <br />of the State of North Carolina to the Board of County Commissioners in public session <br />to improve those roads that would result in increased traffic volume due to closing <br />Wolf Meadow Road as an inducement to Philip Morris, Inc., to locate in Cabarrus County. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and unani- <br />mously carried, the Board resolved to accept the following personnel ordinance <br />amendments: <br /> PERSONNEL ORDINANCE AMENDMENTS <br /> <br />Section 5. Vacation Leave - Manner of Accumulation <br /> Anniversary date of employment shall be used for determining earned vacation. <br /> <br />Section 12. Sick Leave - Manner of Accumulation <br /> Anniversary date of employment shall be used for determining earned sick leav <br /> <br />Section 11. Employees Longevity Pay <br /> A longevity incentive pay plan for all permanent Cabarrus County employees. <br /> Said plan to be as follows: <br /> (1) Years of service shall be computed as of anniversary date of <br /> employment and the service recognized shall be continuous service, <br /> except as may be revised by the Board of County Commissioners. <br /> (2) Longevity pay shall commence at the end of two years and shall <br /> be computed on the employees' base pay according to the following <br /> schedule: <br /> <br /> Mr. McGinnis reported on bids which were received for a tractor and mower <br />attachment for the Recreation Department as follows: <br /> <br />Legal Advertisement Date: <br />June 18, 1979 <br /> <br />BID TABULATION <br /> <br />VENDOR <br />Troxler Equipment Company <br />Howell Implement Co., Inc. <br /> <br />BID BOND TOTAL BID <br /> <br />X $5,774.00 <br />X $5,903.85 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway and unani- <br />mously carried, the Board awarded the bid contract for the tractor and mower attach- <br />ment to the low bidder, Troxler Equipment Company, in the amount of $5,744.00. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Allen and unani- <br />mously carried, the Board appointed Ms. Pamela Lujean Ford as a consumer appointment <br />to the Family Planning Advisory Council for Region F. <br />~i Mr. Albert J. Klimas, Director of the Health Department, submitted a family <br />planning fee schedule to the Commissioners as mandated by Health Service Funding <br />regulations. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and unani- <br />mously carried, the Board approved the following mandated schedule: <br /> <br /> <br />
