363 Mr. John Harvey, Director of Physical and Economic Planning with Centralina Council of Governments, was present to request that the Board permit the Council to include Cabarrus County in a Regional Solid Waste Resource Recovery Study and a Hazardous Waste Study to be conducted by the Centralina Council of Governments. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously carried, the Board approved the following agreement for Cabarrus County to be included in the Regional Solid Waste Resource Recovery Study to be conducted by Centralina Council of Governments. INTERGOVERNMENTAL AGREEMENT Purpose The purpose of this Agreement is to set forth procedures whereby those units of local government within Multi-County Planning Regions E and F interested in pursuing the joint development of a resource recovery facility may do so in accordance with G.S. 160A, Article 20 (Interlocal Cooperation). Special Joint Agency Task Force; Composition, Appointment, Powers A Joint Agency Task Force on Regional Resource Recovery, hereinafter referred to as the task force, will be established pursuant to this Agreement. The task force will consist of a representative of each county adopting this Agreement, a representative of each city or town in excess of 10,000 population in those counties which adopt this Agreement, where those towns or cities have also adopted this Agreement, the Chairmen of the Western Piedmont Council of Governments (WPCOG) and the Centralina Council of Governments, and two persons representing municipalities of under 10,000 population from each of the two planning regions. The task force will select a Chairman and a Vice-Chairman from amongst their numbers and any other officers the task force deems necessary for the conduct of its duties. The task force will prepare a Request for Proposals (RFP), selectively invite proposals, screen, select, and contract with a consultant to help perform the following Work Plan. The task force is authorized to make necessary adjustments in this Work Plan excepting any changes as to timing and costs, once the contract has been signed. Any change then in costs would have to be determined by a majority of the governing bodies of those towns, cities and counties which have entered this Agreement, or their Councils of Government in the event the particular Council of Governments is a financial participant under this Agreement. Work Plan The task force will be charged with the responsibility to investigate and evaluate the feasibility of a regional resources recovery facility whose end product will be a processed fuel supplement or an energy source, such as steam. This fuel supplement or energy source might be used by Duke Power Company in their coal-fired boilers, provided a system can be implemented that is reliable, cost efficient, and environmentally acceptable. Other potential users of the end product will be considered in addition to Duke Power Company. The markets for any by-products such as aluminum, glass fragments, metal scraps, etc., will also be investigated. In executing its charge, the task force is authorized to establish any advisory committees as they may determine are needed, and to call upon WPCOG, the Centralina Council of Governments, and municipal and county staffs for in-put and advice as the work proceeds. Duke Power Company has pledged support of this activity and assured staff availability for participation as the task force may determine. Through the task force, the consultant will accomplish at least the following activities: 1. Inventory amounts of solid waste that will be available immediately, as well as in the next five, ten, fifteen and twenty year periods. Insofar as possible, studies as may have already recently been accomplished within the two region area will be used.
