258 <br /> <br /> Mr. Charles McGinnis, County M~nager, recommended the purchase of <br />a copier for the Tax Supervisor's Office. He advised the Board that there <br />was a need for a copier in that office for the revaluation program. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board authorized the purchase of a Canon NP 210 <br />copier at a cost of $3,432.00 for the Tax Supervisor's Office. <br /> Commissioner Barnhardt expressed a need for a supply of foam to be <br />available for use by the fire departments in the county as he stated a large <br />amount of chemicals were transported daily through the county by truck and <br />rail. Mr. Charles McGinnis, County Manager, reported that money had been <br />included in the 1982-83 budget for the purchase of foam but there had been <br />difficulty in finding a central storage location for the foam. The Board <br />requested that a report be presented to the Board at the next meeting regarding <br />the availability of foam for the fire departments. <br /> Commissioner Payne introduced discussion of problems which had arisen <br />as a result of a fee charged by the City of Charlotte effective March 1, <br />1983, for all users of the landfill located at the Charlotte Motor <br />Speedway. He stated that some of the solid waste franchise haulers <br />were now forced to drive long distances to the Cabarrus County Landfill <br />and the increased volume of garbage at the County Landfill would result <br />in a more rapid fill up of the present landfill site and create a need <br />for more equipment. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the following resolution. <br /> <br /> BE IT RESOLVED by the Board of Commissioners of Cabarrus County <br />that the Cabarrus County Solid Waste Ordinance is hereby amended by adding <br />the following sentence to Section X: <br /> <br /> "No fees may be charged residents of Cabarrus County or Cabarrus <br />County Franchise Haulers by the owners or operators, or either of them, of <br />any sanitary landfill located within Cabarrus County." <br /> <br /> And by amending the second paragraph of Section XIV to read as <br />follows: <br /> <br /> "The County Commissioners or the Health Director may bring a <br />proceeding in the General Court of Justice for the abatement of any <br />violation of this ordinance and regulations issued pursuant to the authority <br />of this ordinance." <br /> <br />This shall be effective upon its adoption. <br /> <br /> Commissioner Payne requested that Mr. John R. Boger, County Attorney, <br />pursue the preparation of some type of ordinance that would aid in resolving <br />future landfill problems. <br /> Having completed all business to come before the Board, Chairman Nash <br />opened the floor for questions from the students present at the meeting. <br />Questions were received by the Board regarding the procedure for placing <br />an item on the agenda for consideration and information relating to the <br />job of county commissioner. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway <br />and unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
