This was previously budgeted and approved in last fiscal year's budget but did not arrive until January 1984. This amendment will set this back up in the current year's budget. UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway and unanimously carried, the Board endorsed the Emergency Medical Technician (EMT) of the Year Award program sponsored by the EMS Advisory Council of the Centralina Council of Governments. UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway and unanimously carried, the Board set a public hearing for 7:30 P.M. on February 20, 1984, concerning the issuance of industrial revenue bonds for Plastics Manufacturing, Inc., and NC Plastics, Inc., of Harrisburg. The Board reviewed the letter of January 27, 1984, from Mr. David B. Roberts, Division Engineer of the Department of Transportation, regarding the necessary requirements to be completed by the County before the State can pursue the paving of .25 mile of Cessna Road (SR 1443). The Board had previously adopted a resolution on January 3, 1984, requesting that the State pave this portion of Cessna Road. UPON MOTION OF Commissioner Payne, seconded by Commissioner Lentz and unanimously carried, the Board set a public hearing for 10:00 A.M. on March 5, 1984, concerning the realignment of the road priority list for Cabarrus County and to determine if the County Commissioners should request the Department of Transportation to pave .25 of a mile of Cessna Road (SR 1443). The Board directed the County Manager to publish the appropriate legal notices for the public hearing. The Board reviewed the request from Mr. William L. Mills, III, for the Board to consider amending the present policy to allow the Planning staff and Planning Board to schedule and advertise zoning text amendments to be heard at one of the regularly scheduled meetings of the Board of Commissioners. Mr. John R. Boger, Jr., County Attorney, reported that Mr. Mills had advised him that he did not wish to pursue this request. However, he stated that Mr. Mills would like for the Board to instruct the Planning Board to hear a proposed amendment to change the development standards in the Zoning Ordinance and to advertise this proposed amendment for consideration by the Board of Commissioners on March 1, 1984. The proposed amendment which had been presented as a Planning staff recommendation had previously been denied by the Planning Board. UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway and unanimously carried, the Board instructed the Planning Board to hear the proposed zoning text amendment regarding development standards and advertise for hearing before the Board of Commissioners at their next regular zoning meeting on March 1, 1984. UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and unanimously carried, the Board approved the appointment of the following Firemen's Relief Fund Trustees for a term of two years ending January 31, 1986, as recommended by the fire departments.
