Pilkington, Health Director, presented the recom- <br />mendation of the Board of Health that the Board of Commissioners amend <br />Section X of the Solid Waste Ordinance by deleting the sentence: <br /> <br />"No fees may be charged residents of Cabarrus County or <br />Cabarrus County franchise haulers by the owners or operators, <br />or either of them, of any sanitary landfill located within <br />Cabarrus County. <br /> <br />He further stated that the Board of Health recommended that the deleted <br />section be replaced by a fee schedule for commercial-industrial use only <br />with the revenues generated from these fees placed in a reserve to fund <br />landfill equipment replacement. The recommended fee schedule was as <br />follows. <br /> <br />On March 1, 1984, the Cabarrus County Sanitary Landfill will <br />implement a user fee. Fees are based on frequency of use and <br />are calculated using a flat rate of $10.00 per vehicle according <br />to the schedule shown at the bottom of this page. Ail public <br />use will continue to be free of any charges. Rates are subject <br />to adjustment every six months based on frequency of use. Pleasant <br />All other commercial/ <br /> industrial users <br /> <br />200 $2,000.00 <br />71 710.00 <br />68 680.00 <br />92 920.00 <br />87 870.00 <br />9 90.00 <br />280 10.00 per vehicle <br /> <br /> The motion by Commissioner Barnhardt and seconded by Commissioner <br />Milloway to look into the possibility of contracting the operation of the <br />landfill before taking any action on the recommended tipping fees failed <br />with Commissioners Barnhardt and Milloway voting for and Commissioners <br />Payne and Nash and Chairman Lentz voting against. <br /> The motion by Commissioner Payne and seconded by Commissioner Lentz <br />to approve the amendment to the Solid Waste Ordinance as recommended by <br />the Board of Health with the tipping fees to be effective July 1, 1984, <br />and paid a quarter in arrears failed with Commissioners Payne and Lentz <br />voting for and Commissioners Milloway, Barnhardt, and Nash voting against. <br /> Mr. William E. Fisher, owner of J & F Disposal Company, Inc., requested <br />an increase of $1.50 per month in the rate of collection of garbage for <br /> <br /> <br />
