Thurston <br />Earl J. Willie <br />Edward Tyson <br />Robert M. Shinn (withdrawn by request <br /> of Mr. Shinn) <br /> <br />Brenda Bost Trott <br />Marcelle Jones <br />Edward K. Prewitt, Jr. <br />Steven Alan Grossman <br /> <br /> During discussion of the recommendations submitted by the Task Force, <br />the members of the Board expressed concern regarding the occupation and <br />regional location of the proposed appointees to the Board of Library <br />Trustees. It was the consensus of the Board that the Board of Trustees <br />should include two representatives from Concord, two representatives from <br />Kannapolis, and one representative each from Harrisburg, Mt. Pleasant, and <br />Midland. <br /> Commissioner Barnhardt nominated Mr. Branson Jones and Mr. Gene <br />Holbrooks for appointment to the Board of Library Trustees. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board deferred appointments to the Library Board <br />of Trustees until the~next meeting. <br /> The Board requested Mr. Charles D. McGinnis, County Manager, to contact <br />the Library Branch Study Task Force to determine if they had any other <br />recommendations for consideration that would provide regional representation <br />on the Library Board of Trustees. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board accepted the recommendation from the <br />Town of Harrisburg and reappointed Mr. David J. Schneider to a second <br />term on the Harrisburg Planning and Zoning Board and appointed Mr. Lloyd <br />L. Quay to replace Mr. Ted McCachren on the Harrisburg Zoning Board of <br />Adjustments. Both terms of office will expire on July 1, 1987. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following Ordinance Governing <br />Surface Discharge Sewage Treatment Plants in Cabarrus County effective <br />August 1, 1984. <br /> <br /> ORDINANCE GOVERNING SURFACE DISCHARGE SEWAGE <br />TREATMENT PLANTS IN CABARRUS COUNTY, NORTH CAROLINA <br /> <br /> The Board of Commissioners, having considered the necessity of an <br />ordinance regulating the discharge of wastewater into surface waters of <br />Cabarrus County, North Carolina, and having found that the adoption of <br />such an ordinance is in the best interest of the general health and <br />welfare of the County does hereby adopt the following ordinance pursuant <br />to the authority contained in Chapter 130 and Chapter 130(A) of the <br />North Carolina General Statutes. <br /> <br />Section I - General Conditions <br /> <br />mo <br /> <br />No person shall commence the construction or relocation of any <br />residence, place of business, or place of public assembly, nor <br />shall any person locate, relocate or cause to be located or to <br />be relocated any residence other than one exhibited for sale <br />or stored for the purpose of later sale on a site in an area not <br />served by a public system of sewage treatment without first <br />obtaining a discharge permit and an authorization permit from the <br />North Carolina Department of Natural Resources and Community <br />Development (NRCD) or an improvements permit from the Cabarrus <br />County Health Department. Copies of discharge authorization permits <br />shall be filed with the health department prior to the issuance of <br />a building permit and shall include the location of the surface <br />discharge system and the exact location of the point of wastewater <br />discharge. <br /> <br /> <br />
