Chairman, Union Board of Commissioners County Union County Emergency Management Coordinator The Cabarrus County Library Branch Study Task Force recommended the following persons for appointment to the Board of Library Trustees. Charles R. Thurston Earl J. Willie Edward Tyson Robert M. Shinn (withdrawn by request of Mr. Shinn) Brenda Bost Trott Marcelle Jones Edward K. Prewitt, Jr. Steven Alan Grossman During discussion of the recommendations submitted by the Task Force, the members of the Board expressed concern regarding the occupation and regional location of the proposed appointees to the Board of Library Trustees. It was the consensus of the Board that the Board of Trustees should include two representatives from Concord, two representatives from Kannapolis, and one representative each from Harrisburg, Mt. Pleasant, and Midland. Commissioner Barnhardt nominated Mr. Branson Jones and Mr. Gene Holbrooks for appointment to the Board of Library Trustees. UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and unanimously carried, the Board deferred appointments to the Library Board of Trustees until the~next meeting. The Board requested Mr. Charles D. McGinnis, County Manager, to contact the Library Branch Study Task Force to determine if they had any other recommendations for consideration that would provide regional representation on the Library Board of Trustees. UPON MOTION of Commissioner Nash, seconded by Commissioner Barnhardt and unanimously carried, the Board accepted the recommendation from the Town of Harrisburg and reappointed Mr. David J. Schneider to a second term on the Harrisburg Planning and Zoning Board and appointed Mr. Lloyd L. Quay to replace Mr. Ted McCachren on the Harrisburg Zoning Board of Adjustments. Both terms of office will expire on July 1, 1987. UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and unanimously carried, the Board adopted the following Ordinance Governing Surface Discharge Sewage Treatment Plants in Cabarrus County effective August 1, 1984. ORDINANCE GOVERNING SURFACE DISCHARGE SEWAGE TREATMENT PLANTS IN CABARRUS COUNTY, NORTH CAROLINA The Board of Commissioners, having considered the necessity of an ordinance regulating the discharge of wastewater into surface waters of Cabarrus County, North Carolina, and having found that the adoption of such an ordinance is in the best interest of the general health and welfare of the County does hereby adopt the following ordinance pursuant to the authority contained in Chapter 130 and Chapter 130(A) of the North Carolina General Statutes. Section I - General Conditions mo No person shall commence the construction or relocation of any residence, place of business, or place of public assembly, nor shall any person locate, relocate or cause to be located or to be relocated any residence other than one exhibited for sale or stored for the purpose of later sale on a site in an area not served by a public system of sewage treatment without first obtaining a discharge permit and an authorization permit from the North Carolina Department of Natural Resources and Community Development (NRCD) or an improvements permit from the Cabarrus County Health Department. Copies of discharge authorization permits shall be filed with the health department prior to the issuance of a building permit and shall include the location of the surface discharge system and the exact location of the point of wastewater discharge.
